Car insurance is compulsory under the Dutch Engine Insurance Liability Act (WAM) from the moment a car is registered in your name, even if you never drive it. That obligation only lapses if you suspend the registration with the RDW (the Dutch vehicle authority). The Act defines a Engine vehicle broadly: anything moved across the ground other than along rails by a mechanical force on or in the vehicle itself.
You can choose from Third-party liability (damage to others), Third-party liability + fire and theft (theft, fire, storm, glass and collisions with animals as well) and comprehensive cover (damage through your own fault as well).
Your premium depends heavily on your no-claims years. You build these up for each year without an at-fault claim, and you usually lose five at once when a claim is paid. They are registered in Roy-data, the central system of the insurers, and therefore transfer automatically to a new insurer. With most insurers, glass damage does not count.

Four points that make the difference between a policy that pays out and one that does not.
With an at-fault claim you usually lose five no-claims years and your premium rises for years, because you then climb back up step by step. For a small claim, paying yourself can therefore be cheaper than claiming. Always ask for a damage assessment before you finalise a claim; most insurers give you that room.
Registering the car in a parent's name while the child does most of the driving saves premium, but it creates two problems. The younger driver builds up no no-claims years, and after a claim the insurer can reduce or refuse payment because of an incorrect declaration. The greater the gap with the real situation, the more heavily this counts.
A useful rule of thumb: once three years of own-damage premium comes close to the market value of the car. For a new car that point is still a long way off, certainly with a replacement-value-as-new or purchase-value arrangement that pays out the original value for the first few years. With such an arrangement, check the term and the conditions; they differ considerably from insurer to insurer.
A claim against your insurer becomes time-barred after three years under Article 7:942 of the Dutch Civil Code. In a liability matter that period starts to run as soon as you are held liable, not on the day of the accident. With liability insurance, the limitation period is interrupted by any negotiation between the insurer and the injured party. That interruption lasts until the insurer acknowledges the claim or unequivocally breaks off the negotiations.
Insurers weigh these details differently. That is where your saving is.

In Roy-data, the central registration system of the Dutch insurers. If you switch, your new insurer collects your years from there. You need do nothing yourself. Do check that the number matches what you expect.

That is allowed, but the regular driver must be declared correctly. If someone other than the person declared drives the car regularly, the insurer can reduce or refuse payment, and the actual driver builds up no no-claims years either.

Yes. The insurance obligation under the WAM applies as soon as the registration is in your name, whether or not you drive. Only a suspension of the registration with the RDW lifts that obligation, and you may then not use the road.
