The policy is built up from sections, each with its own sum insured, excess and exclusions. The core is always assistance and medical expenses outside the Netherlands, including the biggest item: medically supervised transport back to the Netherlands. Your basic health insurance pays no more than the Dutch tariff abroad and repatriation falls outside it.
Around that are optional sections: luggage with sub-limits for equipment, personal accident with a payment for permanent disability, cancellation, legal expenses while travelling and a replacement vehicle. What you do not tick is not included. The most common misunderstanding is that cancellation is included as standard. It almost never is.
If a private travel insurance or home contents cover that includes luggage away from home runs alongside this policy, bear in mind Article 7:960 of the Dutch Civil Code: you never receive more than the actual loss, however many policies there are.

Four points that make the difference between a policy that pays out and one that does not.
The section that justifies the policy is not the luggage cover but the assistance. An emergency assistance centre that can be reached twenty-four hours a day, gives a payment guarantee to a foreign hospital and arranges medically supervised transport is what you are buying. That transport can be a scheduled flight with a doctor next to the patient or an air ambulance. No health insurance pays for that.
Sums insured apply per section and sometimes per item. The luggage section almost always has a sub-limit for equipment well below the replacement value as new of a business laptop with peripherals. Each section also has its own excess. Do not read the total amount on the policy schedule but the table of sub-limits. That is where the difference between insurers lies.
Cancellation, personal accident, legal expenses, winter sports and the operation of machinery are in general not standard elements. They are only covered once they are stated on the policy schedule. So when applying, go through not only the destinations but also the activities. A traveller who goes karting during a client event falls outside the cover without that section ticked.
Whichever sections you choose, the following remain excluded: loss caused by intent or serious fault on the part of the insured under Article 7:952 of the Dutch Civil Code, travel to destinations subject to a negative travel advisory, and costs already covered by another insurance, because Article 7:960 of the Dutch Civil Code does not permit payment above the actual loss. Acts of war and nuclear reactions are also excluded as standard.
This is what people ask us most.
Because no other insurance pays for it. Your basic health insurance pays for treatment abroad up to the Dutch tariff at most and stops there. Medically supervised transport back to the Netherlands, with a doctor or nurse on board or by air ambulance, falls entirely outside it. That is the item you take out this policy for.
Almost never. Cancellation is a separate section that you tick separately and for which a separate sum insured applies, linked to the cost of the trip. If you book non-refundable tickets far in advance, that section is worth having. Without ticking it, a cancelled trip is entirely at your own expense, including where illness is the reason.
They complement each other. The basic health insurance remains the first payer for medical expenses, up to the Dutch tariff at most. Business travel insurance makes up the difference where foreign tariffs are higher and also covers what health insurance does not do at all: assistance, a payment guarantee on the spot and medical transport to the Netherlands.
That two policies cover the same loss. Article 7:960 of the Dutch Civil Code provides that you receive no more than the actual loss, so a double premium does not produce a double payment. The insurers settle between themselves who pays. If a private continuous travel insurance is already in place, have it assessed which of the two you keep.
