With a car, you first choose the type of cover. Third-party liability is required by law under Article 2 of the Dutch Motor Insurance Liability Act (WAM) and covers only damage you cause to others with your car. Third-party liability with fire and theft adds a fixed list of events set out in the conditions, such as broken glass, fire, storm and theft. Comprehensive covers, on top of that, damage to your own car caused by you. The difference is set out under comprehensive cover and Third-party liability with fire and theft.
What a policy actually covers is set out in the policy conditions and on that insurer's insurance card (verzekeringskaart); you receive both before you sign. Conditions differ from one company and one version to the next, even within the same type of cover. The brand name does not determine the cover
Two policies with the same type of cover can differ widely on glass repair, a replacement vehicle, accessories included in the cover, assistance abroad and the depreciation scheme on own-damage claims. That is precisely where the difference lies in what you are paid after a claim, and that is what we compare on.
Underwriting policy and claims history
Every company applies its own rules on no-claims years, the age of the main driver, the area you live in, use, and the age of the car. If your situation does not fit one party's policy, a broker puts it to another. A refusal from one insurer is rarely the end of the story.
What you must disclose when you apply
The duty of disclosure applies to the application under Article 7:928 of the Dutch Civil Code. If you conceal a claims history, an earlier cancellation or rescission, or a criminal record you are asked about, the insurer may, under Article 7:930 of the Dutch Civil Code reduce the payout or refuse it altogether.
What is never covered
Driving without a valid licence, driving under the influence and damage caused intentionally (Article 7:952 of the Dutch Civil Code) are excluded everywhere. The same applies to hire, paid passenger transport or driving lessons that have not been declared, and to taking part in speed events and track use. Wear and mechanical failure also fall outside the cover on a comprehensive policy.
What does your premium depend on?
- Type of cover chosen: third-party liability, third-party, fire and theft, or comprehensive cover
- No-claims years: determines your step on the bonus-malus ladder
- List price and age of the car: both determine the repair and replacement costs
- Postcode and where the vehicle is kept: the risk of theft and damage differs by area
- Age of the regular driver: and whether younger drivers also drive the vehicle
- Annual mileage and excess: more kilometres pushes it up, a higher excess brings it down
Insurers weigh these details differently. That is where your saving is.

On an older car the market value counts for more than the type of cover: own-damage cover will not pay more than that value.

Do I take out the policy with Allianz or with Finass?
The insurance contract is concluded between you and the insurer. The policy schedule and the conditions come from that company. Finass acts as an intermediary and remains your point of contact afterwards for changes, renewal and claims. Why go through an adviser rather than direct?
You can always go direct. The difference lies in comparing conditions rather than premiums alone, in assessing whether the cover fits your situation, and in support when you have a claim. Where your situation is out of the ordinary, such as a claims history or an earlier refusal, that counts for more than on a standard application.
Can I switch while my current policy is still running?
Usually yes. Most car policies can be cancelled on any day after the first contract year, subject to a short notice period. We request your no-claims years from your former insurer and arrange the cancellation, so that you are never without cover for a day. Do not cancel anything yourself before the new policy has been definitively accepted.
Why is third-party cover compulsory?
The Dutch Motor Insurance Liability Act requires every keeper of a motor vehicle, under Article 2 WAM, to hold third-party liability insurance. That way the victim is always assured of compensation. If a driver is uninsured or unidentified, an injured party can turn to the Waarborgfonds Motorverkeer. Driving around uninsured leads to a fine and to the loss being recovered from you personally.
