A VvE package covers the entire block of flats: the buildings including the communal parts, glass, the association's liability and usually the liability of the board as well. The boundary between what is communal and what is private is set out not in the policy but in the deed of division; those two documents have to match.
As the possessor of the structure, the VvE bears strict liability under Article 6:174 of the Dutch Civil Code. If the edge of a balcony falls or someone is injured by a defective stairwell, the association is liable without fault having to be shown. That makes maintenance and an up-to-date long-term maintenance plan an insurance matter.

Four points that make the difference between a policy that pays out and one that does not.
The sum insured on a VvE buildings policy is the rebuild value of the entire building, including foundations in so far as they are covered, stairwells and storage rooms. If that amount is set too low, every claim is settled proportionately and each owner bears a share of the shortfall. Have the rebuild value established by a valuer and keep an eye on the guarantee period against underinsurance.
Window frames, balconies, pipework and the central heating system may be allocated differently from one block to another. What is private under the deed does not fall under the VvE policy but under the owner's contents or home insurance. After a leak, the argument arises precisely at that boundary. Set the deed alongside the policy cover and record the outcome in the VvE regulations, so that residents know where they need to be insured themselves.
Board members of a VvE are usually volunteers, but they do take decisions about reserves, maintenance and tendering. If it turns out afterwards that the maintenance fund was inadequate or that a decision was unlawful, they can be held personally liable. So directors' and officers' liability cover belongs in this package. Without it, such a claim falls outside the buildings and liability policies.
Not covered are: damage from deferred maintenance, gradual penetration of damp, construction faults and subsidence or foundation repairs. Those are exactly the items the long-term maintenance plan and the reserve fund are intended for. Damage to residents' private contents also falls outside the VvE policy. Anyone who treats these elements as insurable is in for a shock at the first major repair.

That follows from the deed of division. If the pipe runs through a communal part, it is a matter for the VvE policy. If the defect is behind the front door in a private part, it is for the owner and their own home or contents insurance. Set the deed and the policy side by side before the damage occurs.
As possessor of the structure the association bears strict liability under Article 6:174 of the Dutch Civil Code. Fault does not have to be shown. A defective condition of the building is enough. The liability cover in the VvE package meets such a claim, provided maintenance was not deliberately neglected.
In the event of underinsurance the insurer pays proportionately, including on small claims. Each owner then bears a share of the shortfall through the VvE contribution. So have the rebuild value assessed and check whether a guarantee against underinsurance applies and how long that valuation remains valid.
