In brief

Insurers rate motor vehicles on the regular driver, and with young drivers the age and the number of years holding a licence count most heavily. On top of that you start with no no-claims years and therefore enter at the lowest step of the no-claims scale. Both effects stack up in the first years and then gradually diminish.

Underwriting policy varies widely. One insurer accepts a driver under a certain age only for third-party liability or third-party liability with third-party, fire and theft, another applies a compulsory increased excess or excludes certain vehicle categories. That makes comparing on conditions more important here than comparing on premium: not every company wants you on the cover you want at all.

Watch the exclusions that hit this group in particular. Driving under the influence, driving without a valid licence or during a driving ban and taking part in speed events fall outside the cover. In cases of recklessness or intent the insurer can refuse payment under 7:952 DCC. Towards the victim the third-party insurer does continue to pay under Article 2 of the Dutch Motor Insurance Liability Act (WAM), but it then recovers the amount from you.

Where things go wrong in practice

Four points that make the difference between a policy that pays out and one that does not.

The regular driver is not automatically the registered keeper

The regular driver is the person who uses the car most of the time. If the car is registered to a parent while you drive it every day, the policy does not match reality. That is a breach of the duty of disclosure on application (7:928 DCC) and gives the insurer room to reduce or refuse payment after a claim (7:930 DCC). You also build up no no-claims years yourself and after a few years still stand at zero.

The young driver clause also applies where you are not the main driver

Many policies have an extra excess that takes effect as soon as the car is driven by someone under a certain age, whoever is named on the policy schedule as the regular driver. So if you borrow your parents' car for a weekend, that clause simply applies. Check this provision before you drive or lend the car, because the amount comes on top of the ordinary excess and surprises people after the first claim.

Alcohol, drugs and the licence itself

If you drive under the influence, without a valid licence or while your entitlement to drive is suspended, own-damage cover lapses entirely and the third-party insurer recovers from you personally what it has paid the victim. The same applies to taking part in speed or skill events and to using the car for driving lessons or paid passenger transport without that being stated on the policy. There is no cover you can buy that covers these situations after all.

Own-damage cover on a cheap first car often does not pay off

On a car with a low market value, full own-damage cover is rarely worthwhile: the maximum payout is the market value, while you pay the premium and the excess every year. Work out what the car would produce in a total loss and set that alongside three years of own-damage premium. If those amounts are close, choose third-party liability with third-party, fire and theft; you then keep theft, fire, storm and glass damage covered.

A higher excess brings the premium down

In the first years the difference between a low and a high excess is relatively large. Choose what you can bear yourself on a small claim. That is almost always cheaper than the lowest possible excess.

Your no-claims years are held in Roy-data

You build up no-claims years for each year without an at-fault claim, and you usually lose five at once when a claim is paid. They are registered in Roy-data, the central system of Dutch insurers, and therefore transfer automatically to a new insurer. With most insurers, glass damage does not count.

With an at-fault claim you usually lose five no-claims years and your premium rises for years, because you then climb back up step by step. For a small claim, paying yourself can be cheaper. Always ask for a damage assessment before you finalise a claim.

What does your premium depend on?

  • Age of the regular driver. The heaviest factor in this group. The effect decreases each year as you get older.
  • Number of years holding a licence. Alongside age, insurers look separately at how long you have held your licence.
  • Starting position on the bonus-malus ladder. Without no-claims years you start at the bottom and climb one step per claim-free year.
  • Rating group and weight of the car. Two cars at the same price can differ widely; ask for an indication before you buy.
  • Compulsory and voluntary excess. A young driver clause often imposes an extra excess on top of the amount you choose.
  • Annual mileage and purpose of use. Commuting, studying or weekend use only. The declaration has to match reality.

Can I register the car in my parents' name?

The registration may be in their name, but the regular driver has to follow reality. If you drive it most, you belong on the policy as such. If that is not right and something happens, the insurer can adjust or refuse the payment. You also build up no no-claims years of your own for years on end.

Do I build up no-claims years in someone else's car?

No. No-claims years are built up on the policy and awarded to whoever is named on it as the regular driver. If you drive on your parents' policy, the years accrue to them. If you want to build up your own, you need a policy on which you are declared as the regular driver, even where the registration is in someone else's name.

What happens if I cause damage after drinking?

Own-damage cover lapses, so you pay for the damage to your own car yourself. The third-party insurer pays the victim's loss because the law requires it to, but then recovers that amount from you in full. With injury claims that can be an amount you carry for years. Your premium and no-claims step also suffer.

Will I be accepted everywhere as a new driver?

Not as a matter of course. Some insurers only accept drivers under a certain age for third-party liability or third-party liability with third-party, fire and theft, or impose requirements on the vehicle. An application that is refused need not discourage you, but do state earlier refusals on a subsequent application; concealing them touches your duty of disclosure.
