In brief

<p>The moped is the fast one in this class: a private registration, a design speed of 45 km per hour, an AM licence from the age of sixteen and an approved moped helmet. Third-party liability cover is compulsory under Article 2 of the Dutch Motor Insurance Liability Act (WAM). Because you ride on the carriageway within built-up areas, with cars and lorries around you, the centre of gravity of this policy lies in liability for injury to others.</p>

<p>You can also choose third party, fire and theft (theft, fire, storm) or comprehensive cover, which also pays for damage to your own moped when you make a mistake yourself. Always ask which basis of valuation applies: after the first few years insurers generally pay the market value, not the purchase price.</p>

<p>Two things bring the cover down in practice: a derestricted engine and professional use such as delivery work. Both must be put on the table beforehand. If you ride at 25 km per hour on a blue plate, the low-speed scooter insurance is the right page. We compare several insurers independently on conditions and premium.</p>

The legally required basic cover. Third-party liability covers damage to others, but not damage to your own moped or theft.

Where things go wrong in practice

Four points that make the difference between a policy that pays out and one that does not.

On the carriageway, not on the cycle path

Within built-up areas a moped belongs on the carriageway; outside built-up areas on the cycle path or moped path. On the carriageway you share the space with vehicles many times heavier, while you have no crumple zone yourself. If someone else is injured through your mistake, liability follows from Article 6:162 DCC and third-party liability cover pays. Injury claims run on for years. That is where the weight of this policy lies.

Derestricting makes the policy worthless

A derestricted moped exceeds the permitted design speed and is in effect a different vehicle. A rolling road check or an accident will establish this. Your own damage is then not covered and a payment to the other party may be recovered from you. An unreported engine swap or sports exhaust also touches Article 7:928 DCC: when you apply you must give all relevant facts.

Delivery work is business use

Delivering meals or parcels is not private use. A private moped policy generally fromdelivery services and carrying passengers for payment; undeclared professional use is a ground for refusal in its own right. If you ride as an employee, liability also passes to your employer under Article 6:170 DCC. Declare professional use in advance and we will look for an insurer that does accept it.

Own-damage cover, market value and accessories

Third party, fire and theft covers theft, fire and storm damage; comprehensive cover also covers a fall or collision for which you are responsible yourself. Note the depreciation scheme in the conditions. Generally outside the cover are intent and recklessness (Article 7:952 DCC), damage while the vehicle is hired out or in competition, and accessories you have not declared, such as a top box, windscreen or sound system.

What does your premium depend on?

  • Postcode where the vehicle is kept. The theft risk differs by neighbourhood. The address where the moped stands overnight is decisive.
  • Make, model and value. Popular models are stolen more often and have more expensive parts when repaired.
  • Age of the regular driver. Young and inexperienced riders fall into a higher rating group than older ones.
  • No-claims years. A claim-free record on mopeds or motor vehicles counts with most insurers.
  • Security. An approved lock and fixed, locked storage reduce the own-damage premium.
  • Cover and excess chosen. Third-party liability, third party, fire and theft, or comprehensive cover, with an excess that applies per event.

Which licence and which helmet do I need?

For a moped you need at least an AM licence. You can take it from the age of sixteen. On a moped, wearing an approved moped helmet is compulsory. If someone rides without the required licence, that is an exclusion: damage to your own vehicle is not paid and the payment to the other party may be recovered.

May I ride my moped on the cycle path?

Not within built-up areas: there the moped belongs on the carriageway, unless the signs say otherwise. Outside built-up areas you ride on the cycle path or moped path where there is one. That difference is not a formality: riding where you do not belong counts when fault is established after a collision.

Am I insured while doing delivery work?

Not on a private policy. Delivery for payment counts as professional use and is excluded as standard. There are insurers that do accept it, on different conditions and at a different rate. Declare it in advance. If an insurer only discovers it at claim stage, refusal follows on the basis of Articles 7:928 and 7:930 DCC.

What is the difference with a light scooter (snorscooter)?

A light scooter has a blue plate, reaches 25 km per hour and, within built-up areas, generally rides on the cycle path. The risk of injury to others is different there and the emphasis shifts to theft. The moped rides faster and among the cars. See the low-speed scooter insurance if you have a blue plate.
