In brief

Travel insurance consists of a basic cover and a number of modules. The basic cover covers luggage, assistance through the emergency assistance centre and extraordinary costs: a longer stay after illness, transport to hospital, repatriation and a family member travelling out to you. On top of that you choose modules for medical expenses, accidents, legal expenses cover while travelling and winter sports or special sports. Abroad, your health insurance remains the first payer.

The cancellation insurance is a different cover, for a different moment. It reimburses the cost of the trip you have booked if you cannot go for a reason named in the conditions, for example serious illness, an accident, a death in the family or involuntary loss of your job. If you cut the trip short for such a reason, the unused part of the trip cost is reimbursed pro rata. Take out this cover shortly after booking: anything already going on at that point is not covered.

What travel insurance does not do is pay for damage you cause to someone else. That goes through your liability insurance. Damage caused with a car, camper van or hired vehicle falls under the insurance on that vehicle, in the Netherlands under Article 2 of the Dutch Motor Insurance Liability Act (WAM). What to look out for

Four points that decide whether your claim is paid.

The list of cancellation reasons is exhaustive

Cancellation insurance only pays out for a reason that is expressly stated in the conditions. Illness, an accident, the death of someone close, involuntary loss of your job and serious damage to your home are usually on the list. Fear of unrest, a negative travel advisory or a change of plan are not. If you want wider cover, look at an all-risks cancellation version; that too works from a list, just a longer one.

Existing circumstances are excluded

Anything that was already known or foreseeable when you took out the policy is not covered. An existing illness, a planned operation or a redundancy already announced counts as a known circumstance. The same goes under the travel cover for a condition you have not declared. When you take out the policy, the duty of disclosure applies under Article 7:928 of the Dutch Civil Code; a breach can reduce the payout or cause it to lapse (Article 7:930 of the Dutch Civil Code).

What is not covered anywhere

Recurring exclusions are intent and recklessness (Article 7:952 of the Dutch Civil Code), damage while under the influence of alcohol or drugs, luggage left unattended, taking part in speed contests and travel to areas with a negative travel advisory. The insolvency of the tour operator also falls outside the policy: there is a guarantee fund for that, which the provider may or may not have joined. Fines are not reimbursed.

Call before you arrange anything

If you fall ill, are admitted to hospital or have a serious breakdown, first call the emergency assistance centre. It issues a guarantee of payment, assesses medical necessity and arranges transport. Costs you incur yourself without consulting them are often only partly reimbursed. Report a claim as soon as you reasonably can, as Article 7:941 of the Dutch Civil Code requires, and keep invoices, police reports and medical certificates to support the claim.

This is what people ask us most.

Do I have to take out cancellation and travel cover together?

You do not have to, but it is usual. The travel cover works from departure, the cancellation cover from the moment you book. If you have only travel insurance, you are left empty-handed if you fall ill before you leave. If you have only cancellation cover, you are not insured on the way for luggage, medical expenses and repatriation.

When do I have to take out the cancellation insurance?

As soon as possible after booking, usually within a few days. Insurers set that period because otherwise the cover would only start once the risk is already known. If you take it out later, a waiting period may apply, or circumstances that arose between booking and taking out the policy may be excluded. Keep the booking confirmation as proof of the date.

Do I get the whole trip cost back if I cancel?

What is reimbursed is what you actually lose under the tour provider's cancellation terms, up to the insured trip cost stated on the policy and after deduction of any excess. If you cut the trip short for a covered reason, you are reimbursed in proportion to the days you do not use. Costs the provider refunds are not paid twice.

Is my health insurance not enough abroad?

Outside the Netherlands, the basic health insurance usually pays up to the Dutch rate. In countries with high healthcare costs, a large part of the bill is left over. Health insurance also pays nothing towards repatriation, an extended stay or replacement transport. Those costs are precisely what travel insurance covers, together with the help of the emergency assistance centre.

Are winter sports and adventure sports covered?

Only with the matching module. Without that module, accidents while skiing, snowboarding, diving or climbing are excluded. Even with the module, many policies still exclude mountaineering off marked routes, air sports such as parachuting and paragliding, and speed events. Check the wording for each sport in your own conditions.
