In brief
Environmental damage insurance pays the costs of investigation and clean-up after contamination of soil or water caused by a sudden, unforeseen event on the VvE's land.
At an apartment block two scenarios occur most often: firefighting water after a fire, and a leak from an oil tank or an installation. In both cases the VvE, as owner of the land, is responsible.

What to look out for
Firefighting water is the most common scenario
A fire in a block often involves large quantities of firefighting water carrying soot and residues. A clean-up can run into tens of thousands.
An old oil tank on the site
Tanks removed or still in place call for a KIWA certificate. Without a certificate, cover can lapse.
Recording the baseline situation
Contamination that was already there at inception is excluded. A soil survey prevents argument about where it came from.
The neighbours count too
If contamination flows to an adjoining plot, those clean-up costs are added. Check whether that is included.

Does a VvE need this without hazardous substances?
Often yes. Even an ordinary residential building can face a duty to clean up after a fire because of contaminated firefighting water.
Who bears the clean-up costs?
The VvE, as owner of the communal land. Without insurance that is apportioned among the owners.
Is an old oil tank a problem?
Yes. Insurers ask for certificates of clean-up or removal. Without evidence, cover can be restricted.
What if the contamination was already there?
It is excluded. Record the baseline situation with a soil survey when the policy starts.

The insurance pays for clearing up, not for the cause: replacing the burst pipe or the leaking tank remains for the VvE's account.
