Under Article 5:112 of the Dutch Civil Code the association is obliged to insure the building collectively. That is the core of every package. Around it sit liability, directors' and officers' liability, legal expenses, glass, environmental damage and sometimes a personal accident cover for volunteers.
The sum insured of the buildings policy is the rebuild value of the whole block. That same rebuild value is, under Article 5:126(2) of the Dutch Civil Code the basis for the annual contribution to the reserve fund: setting money aside in line with a multi-year maintenance plan covering at least ten years, or at least 0.5 per cent of that rebuild value.
A sum insured that is too low therefore works both ways: the VvE is underinsured and structurally saves too little for major maintenance.

Four points that make the difference between a policy that pays out and one that does not.
Since 1 January 2018, Article 5:126(2) of the Dutch Civil Code has prescribed a minimum annual contribution: in line with a current multi-year maintenance plan looking at least ten years ahead, or at least 0.5 per cent of the rebuild value from the buildings policy. If that plan is out of date and the general meeting does not update it, the 0.5% rule applies automatically. For a block with a rebuild value of four million, that means twenty thousand euros a year, regardless of what the building actually needs.
The statutory standard of proper performance of duties makes no distinction between paid and voluntary board members. If the board lets the reserve fund be neglected, or fails to insure what should have been insured, personal liability can follow for the loss that results.
What an owner has installed themselves (kitchen, bathroom, parquet floor) falls neither under the VvE policy nor under their home contents insurance. That is the owner's interest and it has to be insured separately. Point this out to your members actively. In a large loss this is the most common disappointment.
Solar panels, charging points, a heat pump or a new lift raise the rebuild value and change the risk. Anything installed since the last declaration is often not included. Take it up in the same annual round as the budget.
This is what people ask us most.
Buildings insurance (opstalverzekering). Article 5:112 of the Dutch Civil Code requires the association to insure the building collectively, and the board must inform the members about what is covered.

In that case too. The standard of proper performance of duties applies regardless of size and regardless of whether board members are paid; recovery runs against their private assets.
Their home contents and their owner's interest: everything they have installed themselves that is fixed in place. Alongside that, their own liability insurance.
Only if they have been declared. They raise the rebuild value and change the fire risk; anything installed since the last declaration otherwise falls outside the cover.
Usually the communal fund. Record how this is settled where the damage was demonstrably caused by one owner.
