A light moped has a blue plate and does no more than 25 km/h; a moped has a yellow plate and may do 45 km/h. For both you need an AM licence and must be at least sixteen. Third-party liability insurance is compulsory as soon as the registration is in your name.
Since 1 January 2023 there has been a helmet requirement for light moped ridersthroughout the Netherlands, for the rider and the passenger. That removed the most popular argument for choosing blue rather than yellow. The helmet must be approved: a moped helmet to ECE 22.05 or 22.06, or a speed pedelec helmet to NTA 8776. An ordinary cycle helmet does not qualify.
That affects your insurance directly. If you have additional cover for accident cover for occupants and the injury is caused in part because no helmet, or no proper helmet, was worn, the insurer may refuse to pay.

Four points that make the difference between a policy that pays out and one that does not.
Now that a helmet has to be worn anyway, many people have their light moped converted to 45 km/h. That is allowed, provided the vehicle is tested by the RDW and receives a yellow plate. But at that moment you are not automatically insured: your policy is on a light moped. Report the change as soon as the yellow plate is known, or you are riding around uninsured on a vehicle that goes faster than the one you are paying a premium for.
If the scooter is derestricted without testing and without being declared, the vehicle is no longer what is stated on the policy. After a loss the insurer may refuse payment, including for the other party's third-party losses: and it then recovers those from you. The police check this on a rolling road.
Scooters are one of the most stolen vehicle categories. Insurers therefore require an ART-approved lock, often combined with fixed storage. Keep the proof of purchase of the lock and both keys. These are the first things asked for at claim stage.
The helmet requirement feeds through into the cover. If you or your passenger wear no approved helmet, or do not wear it properly, and that contributes to the injury, payment under personal accident cover for riders may fall away. A cycle helmet does not count as an approved helmet for this purpose.

Have the vehicle tested by the RDW for a yellow plate, and report the change to your adviser straight away. You are not automatically covered on the policy for your light moped, so without that change you are riding uninsured.
The vehicle then differs from what is stated on the policy. The insurer can refuse the payout and recover from you the amount it pays to the other party.
Practically always an ART-approved lock, sometimes combined with fixed storage. Keep the proof of purchase and both keys in case of theft.
With most insurers you do, and they can often be transferred later to a car or motorcycle. Ask about it, because not every company records them.
