Kubota is strong in compact plant: mini excavators, compact wheel loaders and compact tractors. Machines like these are used by landscapers, grounds maintenance firms, local authorities and small contractors, and they are rarely operated by one regular driver. An agency worker, a trainee, a colleague standing in for a moment: who is in the seat is a genuine question of cover in this segment, whereas with heavy plant it is usually a fixed, certified operator.
Hire comes on top of that. Compact plant is often handed over to third parties without an operator. At that moment your machine is outside your supervision and different rules apply. Insurers cover hire without an operator only if you have declared it, and they require agreements on who bears the damage and what excess applies to the hirer.
Also, a compact tractor with a mowing deck or flail mower is a different matter from an excavator: the risk lies not in what you drive into, but in what the machine throws out.

Four points that make the difference between a policy that pays out and one that does not.
After a loss, insurers ask who was operating the machine and what instruction that person had been given. For regular employees that is usually in order. For hired-in and agency workers often not. Record for each person that instruction has been given and on what. Bear in mind that in principle you cannot recover the loss from your employee: Article 7:661 of the Dutch Civil Code limits that to intent or wilful recklessness. The bill therefore stays with your business and your policy.
If you hand a mini excavator over to a customer, someone else operates your machine at a place you do not know. A policy tailored to your own use excludes hire. Declare it and set out in the hire contract who bears the excess, what happens in the event of theft and whether the hirer holds their own liability insurance. Damage caused by a hirer who used the machine incompetently is a recurring ground for refusal.
Comprehensive own-damage cover usually also pays for damage caused by an operating error: turning too sharply, the boom against a wall, driving into a hole. The limit lies at Article 7:952 of the Dutch Civil Code, which excludes intent and recklessness. Leaving a machine on a slope without lowering the bucket, or carrying on while a warning light is on, is placed in that category. Operating without the required competence also gives the insurer grounds to refuse.
A compact tractor with a flail mower or mowing deck works on verges, farmyards and municipal green space. Stones, wood or metal thrown up cause damage to parked cars, windows and passers-by, even at some distance from the machine. That is liability claims, not own damage. Consider whether your cover includes this kind of flying-debris damage, because some policies apply a restriction here. Damage to the mowing deck itself caused by a hidden obstacle often falls under wear and tear and operational damage.
Parts are readily available and repair costs are lower than for heavy plant.
Not every company applies the same policy for this make. With unusual versions, the question is not what it costs but who will accept it.

That is permitted, but you must be able to show that instruction was given and that the person was suitable for the work. Insurers ask about this after a loss. Recovering from the individual afterwards is barely possible: Article 7:661 of the Dutch Civil Code limits that to intent or wilful recklessness. Usually yes, if inherent defect and operating error are included in the own-damage cover. The limit lies at Article 7:952 of the Dutch Civil Code: intent and recklessness are excluded. Carrying on with a warning light on, or leaving the machine unattended with the bucket raised, is placed in that category, as is operating without the required competence.
That is liability damage and does not run through the machine's own-damage cover. In mowing work along roads and car parks this is the most common type of claim, so check whether your policy includes flying-debris damage and up to what limit. Damage to the mowing deck itself caused by an obstacle usually falls under operational damage and wear and tear.
