In brief

This cover is set up as continuous insurance for employees who are regularly on the road for work: a client visit across the border, a trade fair, a conference, a project day abroad. The parts are medical expenses abroad as a supplement to health insurance, luggage and business equipment, accidents, repatriation and sometimes legal expenses or a replacement vehicle.

The reason for taking out such a policy is not only practical. Your duty of care as an employer (Article 7:658 of the Dutch Civil Code) continues as soon as someone is on the road for work. Where that duty of care does not reach, for example in a road accident during a business trip, good employment practice (Article 7:611 DCC) fills the gap; from that the duty has been derived to make proper provision.

Travel insurance reimburses medical expenses as a supplement to your health insurance, not as a replacement for it. Winter sports and special sports are excluded as standard and require a separate module. A negative travel advisory from the Ministry of Foreign Affairs generally excludes cover for that area; report a claim as soon as reasonably possible (7:941 DCC).

Where things go wrong in practice

Four points that make the difference between a policy that pays out and one that does not.

The policy is a provision, not liability cover

This insurance pays out to or for the benefit of the travelling employee, regardless of who is at fault. That is something other than liability cover: if you as employer are held liable for an employee's injury, that runs through public and employers' liability insurance (AVB) or a separate employers' liability cover for road use. Both are needed. A travel policy alone does not protect your balance sheet against a claim under Article 7:658 or Article 7:611 DCC.

Luggage and business equipment

Laptops, telephones, samples and demonstration material are the items that most often disappear on a business trip. Virtually every policy has a maximum per item here and separate conditions. Items left unattended in a car are excluded as standard, or covered only from a locked boot out of sight. Delayed or lost checked baggage has its own arrangement, and without a police report or a statement from the carrier no payment follows.

Medical expenses fit on to the health insurance

On a short trip the travel cover pays what the basic health insurance does not cover abroad, such as the difference between the Dutch rate and the local bill, plus repatriation. An employee without Dutch health insurance therefore falls between two stools. Treatment already planned before departure or the continuation of treatment in the Netherlands is not paid for, and pre-existing conditions are often covered only to a limited extent.

Where the cover ends

Trips to an area for which a negative travel advisory applies are usually excluded, as is damage caused by acts of war. Risky activities in the programme, from skiing to diving, also fall outside the cover unless they are separately insured. Damage arising under the influence of alcohol or drugs is not paid for. Also watch the maximum unbroken trip length stated on the policy: beyond that the cover falls away.

What does your premium depend on?

  • Number of travel days per year. The expected travel days of the entire workforce form the basis of the calculation.
  • Area of travel. Europe, worldwide, or worldwide including high-risk areas is the biggest distinction in premium.
  • Sections included. Luggage, accidents, legal expenses and a replacement vehicle are added per module.
  • Nature of the work carried out on the road. Meetings and client visits weigh less than assembling, installing or working at height.
  • Maximum length of each trip. A policy that allows longer unbroken trips is more expensive than cover for short trips.
  • Number and role of the travellers. A small team of account managers is assessed differently from a large technical field service.

Insurers weigh these details differently. That is where your saving is.

Is my health insurance not enough on a business trip?

Abroad, the basic health insurance usually pays up to the Dutch rate at most. In countries with high healthcare costs a considerable part therefore goes unpaid, and repatriation by air ambulance is usually not included. Business travel insurance supplements precisely that difference and arranges the transport home. For an employee without Dutch health insurance you have to make separate arrangements.

Are the company laptop and telephone included?

Under the luggage section usually yes, but with a maximum per item and subject to strict conditions. Do not leave equipment unattended in a car: that situation is almost always excluded. In the event of theft, report it to the police locally and keep the statement, because without evidence the claim will be refused. For valuable equipment, separate electronics cover is sometimes more appropriate.

Am I liable as an employer if something happens to someone on a trip?

You may be. Your duty of care under Article 7:658 of the Dutch Civil Code also applies outside the business premises. For situations where that duty of care does not reach, such as a road accident during a business trip, Article 7:611 DCC has been held to impose a duty to arrange proper insurance. A travel policy helps with that, but does not replace employers' liability cover.

Does the cover also apply if someone adds a private weekend?

Often yes, provided it stays within the maximum trip length stated on the policy and it has been agreed in advance. Check this per policy, because some insurers cover only the business part of the trip. If a partner travels along, that person is only insured where cover for family members has been arranged on the policy.
