The registration plate says which class your vehicle falls into. A light moped has a blue plate and a design speed of up to 25 kilometres per hour; a moped has a yellow plate and may go faster. The insurance obligation under Article 2 of the Dutch Motor Insurance Liability Act (WAM)applies to both, but the rating, the helmet requirement and the place on the road differ.
The second dividing line is the drive train. On an electric scooter a large part of the value sits in the battery. Loss of capacity through normal use is wear and falls outside every own-damage cover; fire while charging is not wear, but insurers do set requirements for the charger and the charging place. A removable battery charged indoors is a different risk from a scooter plugged in outside.

Four points that make the difference between a policy that pays out and one that does not.
The blue plate of the light moped and the yellow one of the moped lead to different premiums and different rules. A helmet requirement has applied to light mopeds since 2023, and in a growing number of cities light mopeds must ride on the carriageway rather than the cycle path. If you change the class of your vehicle through the RDW, report it. The policy was taken out on the old class.
On an electric scooter, replacing the battery pack costs a considerable part of the value of the vehicle. Loss of capacity, ageing and no longer achieving the stated range are wear and are therefore excluded. Only sudden damage, such as fire or a collision, comes under own-damage cover. Some providers also exclude a hired or leased battery altogether; check that if your battery comes with a subscription.
Fire while charging is a real risk on light electric vehicles. Insurers exclude damage arising from a charger not prescribed by the manufacturer, from a modified or self-repaired battery pack, or from charging in a place the manufacturer prohibits. If you charge indoors, a fire also affects your buildings insurance (opstalverzekering) and home contents insurance (inboedelverzekering), which may set the same requirement.
A light moped or moped calls for an AM licence, which can be taken from the age of sixteen. If someone rides without that licence, damage to third parties remains covered because the WAM requires it, but the insurer may recover the amount paid and your own-damage cover falls away. Report who rides it on a structural basis; the age of the youngest rider determines which category the policy falls into.

This is what people ask us most.
Not by definition, but the make-up differs. The higher price when new and the expensive battery pack weigh on the own-damage premium, while the lower design speed of many electric models works out favourably. More important than the difference in premium is the question of how the battery is treated after a loss or a theft, because that is where conditions vary most between providers.
The helmet requirement is a traffic rule, not a condition of cover. Liability cover therefore remains in place. The effect is on your own injury: if you are more seriously injured without a helmet than you would have been with one, the other party can attribute part of the loss to your own conduct. That reduces what you are ultimately paid.
For as long as the registration is in your name, yes. The obligation under the Dutch Motor Insurance Liability Act (WAM) continues, even where the vehicle stands in the shed. If you want to avoid that, suspend the registration with the RDW. Bear in mind, though, that during a suspension you are also not covered for theft or fire in storage.
Not on a private policy. Professional carriage of goods or meals is excluded there, even where it is only a few evenings a week. There are business versions for delivery vehicles, with different premiums and sometimes with the requirement that the delivery rider is a named rider. Report this in advance, because after a collision during a delivery run there is no way of putting it right.
