In brief

The light scooter has a blue registration plate and a design speed of 25 km per hour. Third-party liability cover is compulsory under Article 2 of the Dutch Motor Insurance Liability Act (WAM). Unlike on a faster vehicle, the risk of injury here arises mainly in dealings with vulnerable road users: cyclists, children and pedestrians crossing the cycle path. Since 1 January 2023 a helmet has also been compulsory.

In financial terms, however, the biggest loss lies not in a collision but in theft. Light scooters are often kept in the street in cities. Insurers therefore tie own-damage cover to requirements for the lock and storage. Without third party, fire and theft or comprehensive cover, theft is not covered, however careful you are.

Third-party liability insurance

The legally required basic cover. Third-party liability covers damage to others, but not damage to your own scooter or theft.

What does your premium depend on?

  • Where the vehicle is kept and the postcode. Street parking in a city centre weighs more heavily than a locked shed or storage room.
  • Replacement value as new including the battery. On electric models the battery pack accounts for a considerable part of the insured value.
  • Security level. An approved lock, a chain around a fixed object or a tracking system brings the theft risk down.
  • Age of the driver. The age of the regular rider is a fixed rating step for many insurers.
  • No-claims years. A claim-free record on a moped or light moped counts with most insurers.
  • Cover and excess chosen. Third-party liability only, or with third party, fire and theft or comprehensive cover added, with an excess per event.

Where things go wrong in practice

Four points that make the difference between a policy that pays out and one that does not.

Among cyclists and pedestrians on the cycle path

On the cycle path the difference in speed is small, but the consequence of a collision is not: a cyclist or pedestrian who falls can easily suffer a hip or head injury. You are liable for that under Article 6:162 DCC and third-party liability cover pays. Note that a number of local authorities have moved light mopeds to the carriageway. That changes the risk picture and sometimes the rate as well.

Theft: the lock determines the cover

For third party, fire and theft and for comprehensive cover, insurers set requirements for security: an approved lock, often a chain around a fixed object and sometimes locked storage. If those are not met, theft is not covered. The same applies to misappropriation after lending and to theft where the keys were left in the ignition or under the seat. Reporting the matter to the police is a condition of payment.

Helmet compulsory since 1 January 2023

On a light scooter an approved helmet is compulsory; besides a moped helmet, a speed pedelec helmet permitted for the purpose may also be worn. Without a helmet you risk a fine. For liability towards someone else that changes nothing, but under additional personal accident or riders' cover the absence of a helmet can be raised against you when your own injury loss is assessed.

Riding electric: battery, charger and derestricting

On an electric light scooter the battery represents a large part of the value. Declare it separately, particularly if you charge a removable battery indoors. Damage or fire caused by a non-original charger or a battery pack you replaced yourself generally remains outside the cover, as does a leased or hired battery that is not your property. Derestricting above 25 km per hour formally makes the vehicle a moped.

Is a helmet compulsory on a low-speed scooter?

Yes. Since 1 January 2023 an approved helmet has been compulsory on a light moped and light scooter. Besides a moped helmet, a speed pedelec helmet permitted for the purpose is allowed. Without a helmet you risk a fine. Your liability towards someone else is not affected by it, but under cover for your own injury the absence of a helmet can count.

Where may I ride a light scooter?

Within built-up areas, usually on the cycle path, unless the signs say otherwise. A number of local authorities have moved light mopeds to the carriageway. Outside built-up areas you ride on the cycle path or moped path where there is one. State your actual home and storage address when you apply, because that helps determine the risk profile.

Is theft of my light scooter covered?

Only with third party, fire and theft, or comprehensive cover, and only where you comply with the security requirements in the policy: an approved lock, often secured to an immovable object. Without that compliance, refusal follows. Theft after lending the scooter to someone who does not bring it back also falls outside the cover; that is misappropriation and not theft within the meaning of the conditions.

Is the battery of an electric light scooter included in the cover?

That depends on what you declare. Declare the battery pack separately, stating where and how you charge. A hired or leased battery is not your property and falls outside your own-damage cover. Damage caused by a non-original charger or a battery pack you fitted yourself is generally excluded. We compare how insurers have dealt with this in their conditions.
