In brief

A moped is a motor vehicle with a registration. Third-party liability cover is therefore compulsory under Article 2 of the Dutch Motor Insurance Liability Act (WAM), and that obligation continues for as long as the registration is in your name. A scooter that stands in the shed all winter must therefore stay insured or have its registration suspended. At NH1816 you choose between third-party liability, third party, fire and theft, and comprehensive cover.

On a scooter, the choice between those three rarely turns on collision damage and almost always on theft. Third party, fire and theft brings theft, fire and storm damage within the cover; comprehensive cover adds falls of your own making and vandalism. Because the market value of a scooter falls quickly, the point at which own-damage cover is still worthwhile comes sooner than on a car.

Where things go wrong in practice

Four points that make the difference between a policy that pays out and one that does not.

The insurance obligation does not stop when the scooter is standing still

For as long as the registration is in your name, the obligation under Article 2 of the Dutch Motor Insurance Liability Act (WAM)applies. If you put the scooter away in the autumn and cancel the insurance without suspending the registration, a fine from the RDW follows, even though no one has ridden it. Suspension is free and you arrange it yourself. We then put the policy on hold temporarily or let it run on without premium.

The lock determines whether theft is paid for

Own-damage cover on a scooter is almost always conditional. Insurers require an approved lock, sometimes with a certificate, and after a theft they ask for both original keys and the proof of purchase of the lock. If the second key is missing or the scooter was left unlocked, the claim is refused. Keep the lock certificate with the registration papers, not in the storage compartment of the scooter itself.

Derestricting is an exclusion, even after the event

A derestricted light moped or moped falls outside the cover, even where the modification was made by a previous owner. A change to the construction also alters the risk you stated when you applied, which touches the duty of disclosure under Article 7:928 of the Dutch Civil Code and its consequences in Article 7:930 of the Dutch Civil Code. If in doubt, have a second-hand scooter checked on a rolling road before you insure it.

Delivery work is business use

If the scooter is used to deliver meals or parcels, that is no longer private use. A private moped policy excludes professional carriage, and that applies even if you only do it a few evenings a week. Delivery work calls for a business version. If you do not report this, you are left empty-handed for your own damage after a collision during a delivery run.

What does your premium depend on?

  • Light moped or moped. The registration plate determines the class: blue for the light moped, yellow for the moped. The higher design speed weighs more heavily.
  • Age of the driver. Young riders form a heavier category. If more than one person rides it, the youngest counts.
  • Storage location. The postcode area and the question of whether the scooter stands indoors or in the street count towards the theft component of the premium.
  • Type of cover chosen. Third-party liability, third party, fire and theft, or comprehensive cover. The difference lies mainly in theft, fire and falls of your own making.
  • Make and type. Some models are demonstrably stolen more often and therefore carry stricter lock or storage requirements.
  • Claims history. Whether no-claims years built up elsewhere count differs from insurer to insurer. We check that for you in advance.

Is third party, fire and theft still worth it on an older scooter?

That depends on the market value. Third party, fire and theft pays the market value after a theft, not what you once paid. If that value has fallen to an amount you could comfortably bear yourself, third-party liability is usually enough. On a scooter that is only a few years old, theft cover generally outweighs the difference in premium.

My scooter turns out to have been derestricted by the previous owner. What now?

Report it and have the scooter returned to its original design speed. For as long as the modification is in place, there is no cover after a loss, even though you did nothing to it yourself. A modified moped that runs too fast on the rolling road also gives the insurer reason to revisit what was stated on the application.

Will I get the purchase price back after a theft?

As a rule, no. Scooter policies work on market value, and that falls faster than on a car. Some insurers apply a more favourable basis of valuation for a newly bought scooter during the first part of the term. We compare that arrangement expressly, because the difference after a theft is greater than the difference in annual premium.

Is my scooter insured if someone else rides it?

Third-party liability cover follows the vehicle, so damage to others is covered whoever is riding. The condition is that the rider is entitled to ride: without a valid AM licence, or when riding under the influence, cover for your own damage falls away and the insurer may recover the amount paid to third parties from you or from the rider.
