Riding a snowmobile feels like part of a winter sports holiday, but in law it is something else. A snowmobile is a motor vehicle. Personal liability insurance excludes damage caused with a motor vehicle from, and travel insurance covers injury at most — not the damage you cause to others or to the vehicle.
In the Netherlands, motor vehicles are subject to an insurance obligation under Article 2 of the Dutch Motor Insurance Liability Act (WAM); a comparable obligation exists in the countries where you ride. If you hire locally, the hire company has usually arranged third-party liability cover, but damage to the hired vehicle itself often remains entirely at your expense, or up to a substantial excess.

Two points that determine who gets the bill.
Your personal liability insurance does not cover damage you cause with a motor vehicle; that is a standard exclusion. Travel policies also generally exclude speed and skill trials, mountain sports off the beaten track and air sports. A snowmobile trip through unsupervised high mountains can fall within that last category; have that confirmed in writing in advance.
On a hired snowmobile you almost always sign for an excess on own-damage claims and sometimes for full liability if you roll over or ride off the designated route. Read that before you sign. Riding without the required licence or under the influence falls outside every cover and is assessed as recklessness (Article 7:952 of the Dutch Civil Code). Report a claim immediately (Article 7:941 of the Dutch Civil Code).

Only in part. Travel insurance may cover injury and repatriation if the activity is not excluded, but never the damage you cause with the vehicle. Motor insurance is needed for that.
No. The AVP excludes damage caused with a motor vehicle. On a hire, liability runs through the hire company's policy; before you leave, ask what amount is insured and whether you as the rider are covered.
Usually you, up to the excess in the hire contract. Some hire companies offer a waiver. Travel insurance generally does not pay for this, because damage to hired motor vehicles falls outside the cover.
That differs from country to country and from area to area. Where a licence or instruction is compulsory and you ride without it, the cover falls away entirely, including for injury. Check the requirements before you sign the hire contract.
