The starting point in road traffic law is that every motor vehicle used on the public road comes under the insurance obligation of Article 2 of the Dutch Motor Insurance Liability Act (WAM). For disability vehicles that works out differently: an ordinary mobility scooter does not require registration and, because of its limited design speed, generally falls outside that obligation. That does not make insurance any less important, because the liability itself does not disappear with it: if you cause damage to someone else with the mobility scooter, you bear it in full without cover under Article 6:162 of the Dutch Civil Code.
The liability cover on a mobility scooter policy pays for that damage: a collision with a cyclist, a damaged car door in the car park or injury to a pedestrian. Some personal liability policies already include liability for damage caused with a disability vehicle that does not require registration, but that cannot be taken for granted. Check the conditions of your AVP before you assume that you are insured twice over.
You then choose whether the vehicle itself is insured. On an open mobility scooter the vulnerable points are the control panel, the canopy, the lights and above all the battery pack. Because the vehicle has no cabin, it also stands outdoors or in a communal storage room more often, which increases the theft and weather risk.

Four points that determine whether the policy actually pays out in the event of a claim.
An ordinary mobility scooter is a disabled person's vehicle without a registration. There are, however, faster versions registered as a moped; for those vehicles the insurance obligation of Article 2 of the Dutch Motor Insurance Liability Act (WAM) applies in full, with the licence and helmet rules that go with it. So look at the vehicle's papers and not at its appearance. If you insure a registered vehicle as an ordinary mobility scooter, the policy does not match the registration.
An open mobility scooter stands outdoors or in a communal storage room more often than an enclosed model. That increases the risk of theft, vandalism and damp damage to the electronics. Insurers therefore tie own-damage cover to a a locked storage space and sometimes to an approved lock. Charge the battery pack as the manufacturer prescribes: damage arising from incorrect charging or from a non-original charger is generally not paid.
The following, among others, are outside the cover: theft without the prescribed security or from an unlocked place; use off-road, on the beach or in the dunes, where the policy gives no cover; taking part in speed or skill trials; and riding a derestricted version or, on a registered model, without a valid licence for that category. Wear, gradual loss of battery capacity and damage through intent or recklessness are also excluded, the last of these under Article 7:952 of the Dutch Civil Code.
The policy states who uses the mobility scooter. If you lend the vehicle out regularly or a member of your household uses it as often as you do, report that. On taking out the policy, the duty of disclosure under Article 7:928 of the Dutch Civil Code and a breach of it can void the payout (Article 7:930 of the Dutch Civil Code). The same goes for adaptations such as an adapted seat, a hoist or a larger battery. You report a loss as soon as is reasonably possible, as Article 7:941 of the Dutch Civil Code requires.

For an ordinary mobility scooter that does not require registration, the insurance obligation under Article 2 of the Dutch Motor Insurance Liability Act (WAM) generally does not apply, because it is a disability vehicle with a limited design speed. For faster versions registered as mopeds, that obligation does apply. Quite apart from that, you remain liable for the damage you cause; without cover you pay it yourself, including any injury losses.
Sometimes. A number of AVP policies include liability for damage caused with a disability vehicle that does not require registration, others exclude all motor vehicles. Read your conditions or ask your insurer. Note: an AVP covers only the losses of others. Theft of or damage to the mobility scooter itself is never covered by it; own-damage cover is needed for that.
Damage to the battery pack through a covered event, such as fire or a collision, generally comes under own-damage cover, often with depreciation by age. Gradual loss of capacity through normal use is wear and is not paid. Charge as the manufacturer prescribes and use the original charger; damage from incorrect charging usually remains at your own expense.
Under third party, fire and theft, or comprehensive cover, theft is covered, provided the conditions in your policy have been met. These generally require a locked storage place and sometimes an approved lock. If the vehicle was left unlocked outdoors, no payment usually follows. Always report it to the police straight away and notify the insurer of the theft; payment is based on the market value, unless your policy has a purchase price scheme.
Not as standard. Many insurers offer assistance as an addition: after a breakdown or with a flat battery you are taken home or to the supplier along with the vehicle. On a mobility scooter that matters, because the vehicle is heavy and does not simply fit in a car. Check whether the cover also applies with a flat battery. That is not always the case.
