In brief

For vehicle excise duty there is an age threshold and a transitional scheme with restrictions on use in the winter months. For the periodic roadworthiness test there is a separate age threshold above which the test obligation falls away. And the insurer applies its own definition in the policy conditions. A car can therefore be a classic for tax purposes and not for insurance purposes, or the other way round.

That difference is not a formality. If your car falls outside the insurer's definition, it goes on an ordinary motor policy with market value as the basis. For a vehicle decades old, that almost always means a payment that has nothing to do with what replacement costs. The fixed or agreed value is therefore the point at which you should read the conditions.

Where things go wrong in practice

Four points that make the difference between a policy that pays out and one that does not.

Three age thresholds, three consequences

The tax scheme, the test exemption and the policy definition each apply their own minimum age. If your car falls between them, it can be exempt from testing but not yet insurable as a classic, or conversely fall under the transitional scheme with a riding ban in the winter months. Ask expressly on application which definition the conditions apply, and record the answer.

Exempt from testing is not exempt from maintenance

Once the test obligation falls away, nobody checks the brake lines, tyres and lighting as a matter of course. As far as the insurer is concerned, you remain responsible for a sound technical condition. If damage arises from a defect that would have been visible on normal maintenance, it is often refused as an inherent defect. Have the vehicle inspected periodically and keep the invoices; that is your only evidence afterwards.

Suspending the registration removes more than you think

If you suspend the registration you are no longer under an insurance obligation and you save road tax. But the car may then not go on the public road, not even for a test drive, and on suspension most policies also allow the fire and theft cover to lapse. It is precisely during the storage period that damage occurs. Discuss storage cover if you are not going to use the vehicle for a season or longer.

Where the cover ends

Excluded as standard are damage from corrosion, rust and gradual deterioration, defects arising from deferred maintenance, and damage during work by a garage or restorer. Business use, hire and driving without a valid licence also fall outside the cover. Watch the mileage limit as well: exceeding it is a departure from the application and can affect the payment.

What does your premium depend on?

  • Year of manufacture of the vehicle. Determines whether it falls under the classic definition in the conditions or belongs on an ordinary policy.
  • Basis of value. Market value or a value established on the basis of a valuation report makes a great difference.
  • Agreed annual mileage. Classic car policies assume limited use. The limit chosen feeds through into the premium.
  • Technical and cosmetic condition. A restored example is assessed differently from an original that is still a project.
  • How the vehicle is stored. Dry, locked storage lowers the risk of fire, theft and damp damage considerably.
  • Age and experience of the driver. Many conditions set a minimum age and require a second car for everyday use.

From what age is my car a classic?

That differs from scheme to scheme. The tax exemption, the exemption from periodic testing and the policy conditions each apply their own age threshold. For the insurance, only what the conditions say counts, usually combined with the requirement that the vehicle is original and not used daily. Ask for that definition before you take out cover.

My classic is exempt from testing. Does that change my cover?

The insurance obligation simply remains. Only the test obligation falls away. What does change is that there is no longer any periodic check on brakes, tyres and lighting. If damage arises from a technical defect, the insurer can rely on an inherent defect or deferred maintenance. Have the vehicle inspected voluntarily, therefore, and keep the report.

Is market value or a fixed value better?

For an old vehicle market value is almost always unfavourable, because the market value of a restored car does not follow from the usual depreciation tables. A valuation report fixes the value and prevents argument after a total loss. Watch the period of validity of that report: if it expires you fall back on market value without being told.

Can I suspend the registration in winter?

You can, and it saves road tax and premium. The drawback is that the vehicle may not go on the public road and that on suspension most policies also allow the fire and theft cover to lapse. If the car is kept in storage with other vehicles, consider separate storage cover so that fire and theft damage remains insured.
