In brief

Unlike accident insurance, travel insurance is an non-life insurance. That means that the principle of indemnity in Article 7:960 of the Dutch Civil Code applies: you are paid what you have lost, no more. For luggage that comes down to market value with depreciation, so a three-year-old telephone does not produce a new one. Anyone who wants replacement value as new has to look for it specifically.

The second point concerns the sub-limits. Below the total luggage sum sits a series of maximum amounts per category: photographic and video equipment, jewellery, watches, glasses, telephones and laptops each have their own ceiling. That ceiling is reached sooner than the total sum. For more expensive items, separate valuables and electronics insurance is often the better route.

The third point is the emergency assistance centre. For hospital admission, repatriation, a replacement vehicle or a necessary crossing, virtually every policy requires prior consent. If you only call afterwards, the insurer pays at most what it would have arranged itself. We compare on these three points, because policies differ far more there than on the premium.

Travel insurance reimburses medical expenses as a supplement to your health insurance, not as a replacement for it. Winter sports and special sports are excluded as standard and require a separate module. A negative travel advisory from the Ministry of Foreign Affairs generally excludes cover for that area; report a claim as soon as reasonably possible (7:941 DCC).

What does your premium depend on?

  • Area of cover. Europe, worldwide excluding North America or worldwide; medical costs at the destination drive the difference.
  • Luggage sum insured and sub-limits. A higher sum and wider ceilings per category cost more than a standard package.
  • Excess per event. Luggage damage often carries an excess. A higher amount reduces the premium noticeably.
  • Number of people travelling with you. Family cover is calculated differently from a policy for someone travelling alone.
  • Modules chosen. Winter sports, special sports, medical expenses and legal expenses are separate building blocks, each with its own rate.
  • Maximum length of each trip. The longer the unbroken trip length you insure, the higher the premium.

Where things go wrong in practice

Four points that make the difference between a policy that pays out and one that does not.

Luggage is settled on market value

The payment for stolen or damaged items is based on the value at the time of the event, not on the purchase price. For clothing, electronics and sports gear that means depreciation per year. Some policies have a new-for-old arrangement for items younger than a stated period, others do not. The principle of indemnity in Article 7:960 of the Dutch Civil Code prevents you from ending up better off on balance.

Sub-limits count for more than the total luggage sum

A generous luggage sum says little if the category your loss falls into has a low maximum. Jewellery, watches, photographic and video equipment, glasses and telephones each have their own ceiling, and money and securities often fall outside the luggage cover entirely or only under a separate module. Set those scales alongside the actual contents of your suitcase before you choose a policy.

Without a police report and a purchase receipt it stays a notification

For theft the insurer requires a police report on the spot, and for items lost by a carrier a written confirmation from that carrier. You also want to be able to show purchase receipts or bank statements. Not covered are items left unattended, belongings from an unlocked room and luggage left visibly in a car. Report the loss in good time; Article 7:941 of the Dutch Civil Code attaches consequences to late reporting.

Call the emergency assistance centre before you incur costs

For a hospital admission, a medical repatriation, an early return on the death of a family member or a replacement vehicle, prior consent is required almost everywhere. If you arrange it yourself and book a flight or air ambulance on your own initiative, the insurer usually pays no more than the costs it would have incurred itself. So put the number in your telephone in advance.

This is what people ask us most.

Do I get the new price of my stolen telephone back?

Usually not. The payment is based on the market value, with depreciation per year. A number of policies pay replacement value as new as long as the device is younger than a period stated in the conditions; above that the depreciated value applies. On top of that the sub-limit for mobile electronics applies, which with an expensive device bites sooner than the total luggage sum.

My suitcase has been lost by the airline. Who pays?

The carrier first. Report the loss before you leave the airport and have a report drawn up. The insurer needs that document. The airline pays up to its own liability limit, and the travel insurance tops that up to the luggage sum insured. Without that report there is no evidence that the suitcase was actually handed over to the carrier.

Is my laptop in the hire car covered?

Only subject to strict conditions. Most policies do not pay for theft from a car, or only where the items were stored out of sight from outside, the car was properly locked and there are signs of forced entry. For valuable electronics there is often, on top of that, a complete exclusion where they are left in a vehicle. So take equipment with you or leave it in your accommodation.

I already have home contents insurance that covers items away from home. Is this duplication?

Partly. Many home contents policies have limited cover away from home for items you have temporarily elsewhere. That cover is narrower and has lower amounts than a luggage module, and it arranges nothing for medical expenses, assistance or repatriation. Because both are indemnity insurances, you are moreover not paid twice for the same loss.
