In brief

An ordinary Dutch travel policy defines a trip as the period between leaving your home address in the Netherlands and returning there, and requires that you are registered here. If you live abroad, you fall outside that definition. A claim you report from a country where you actually live is then not a travel claim but an argument.

The second difference is the missing underlying layer. In the Netherlands a travel policy tops up what the basic health insurance already pays. If you have been deregistered, that basic insurance has lapsed and the full medical bill has to come from somewhere else: from health cover for living abroad, not from the travel policy. We check that the two connect properly.

The third point is the question of what still counts as a trip during your stay. Weekend breaks from your country of residence, home leave to the Netherlands and onward travel to neighbouring countries are not treated alike by every policy. If you travel very regularly, also look at the SOS cover, which arranges assistance and repatriation separately.

Travel insurance reimburses medical expenses as a supplement to your health insurance, not as a replacement for it. Winter sports and special sports are excluded as standard and require a separate module. A negative travel advisory from the Ministry of Foreign Affairs generally excludes cover for that area; report a claim as soon as reasonably possible (7:941 DCC).

Where things go wrong in practice

Four points that make the difference between a policy that pays out and one that does not.

Where the trip begins is set out in the conditions

With a policy for living abroad, the point of departure is your home address in the country where you are staying. That looks like a detail, but it determines whether the drive to the airport, a weekend in a neighbouring country and the return flight fall within the cover. If you move to another country, tell us: with this product the country of residence is an underwriting fact and not an administrative side issue.

The underlying medical layer is often missing

Once you are removed from the Dutch personal records database, your Dutch health insurance ends. A travel policy does not then suddenly pay for everything: its medical costs module is designed as a top-up. Without underlying health cover you are left with a large part of the bill if you are admitted to hospital. The travel policy mainly deals with luggage, assistance, transport and legal expenses, and that is something other than healthcare.

Luggage on a trip is not household contents on the spot

Luggage cover applies to the things you take with you on a trip, not to the furnishing of your home abroad. Furniture, household appliances and items you buy locally fall outside the cover and belong on a local or international home contents policy. For valuables there are also sub-limits per category, so an expensive laptop or camera hits a ceiling sooner than it reaches the total sum insured for luggage.

What is not included

Outside the cover are: stays in areas with negative travel advice or armed conflict, paid work and manual labour during the trip, treatment of complaints that already existed at departure, and costs you incur without calling the emergency assistance centre where prior permission is required. Report a claim in good time as well: Article 7:941 of the Dutch Civil Code attaches consequences to a notification that harms the insurer's interests.

What does your premium depend on?

  • Country where you live. Healthcare costs, assistance costs and local safety determine the risk class of your country of residence.
  • Destinations you travel to. Cover limited to the region is cheaper than worldwide cover including North America.
  • Frequency and length of trips. Someone who is away every month is rated differently from someone who takes home leave once a year.
  • Combination with health cover. If the health cover runs with the same provider, the modules connect and double premium falls away.
  • Number of family members travelling with you. A partner and children living abroad with you are each insured individually.
  • Sum insured for luggage and chosen modules. Luggage, legal expenses, special sports and a replacement vehicle are separate building blocks with their own rates.

I live abroad. Can I take out Dutch travel insurance?

An ordinary continuous travel policy usually not: it requires registration and a home address in the Netherlands. Policies for living abroad start precisely from a foreign home address and define the trip from that point. If you take out a Dutch policy while living elsewhere, you run the risk that a claim is rejected on the basis of how the term trip is defined.

Is my trip to the Netherlands covered?

That depends on how the policy treats the Netherlands. With some products the Netherlands counts as an ordinary destination and the trip there is covered. With others it counts as the country of origin, with different or limited cover, for example because you can still obtain care there. Have this point confirmed in advance if you come home on leave regularly.

Does this policy cover my medical costs in the country where I live?

No, or only to a limited extent. Travel insurance covers costs arising during a trip, not routine healthcare in your country of residence. A GP, a dentist, chronic medication and planned local treatment belong with health cover for living abroad. Anyone who has only this policy is in effect uninsured for day-to-day care.

What happens if I return to the Netherlands for good?

Then your situation changes fundamentally and the product no longer fits. As soon as you register again, you are obliged to take Dutch health insurance and an ordinary continuous travel policy becomes the logical successor. Tell the insurer about your return; do not let the policy roll on quietly, because you would then be paying premium for cover that no longer fits.
