The AVP is an indemnity policy for third parties: it pays nothing of your own. The starting point is Article 6:162 of the Dutch Civil Code: anyone who acts unlawfully and causes damage as a result must make it good. The policy takes over that obligation and also conducts the defence where you are held liable without justification. In reality the latter is at least as valuable as the payment itself.
The group of insured persons is broad: your partner, children living at home, usually children studying away from home and house guests as well, plus your pets. One policy therefore covers a range of risks that are hard to insure separately: Article 6:169 of the Dutch Civil Code for young children, 6:179 DCC for animals and 6:174 DCC for your building.
Where the AVP stops, other policies begin. Damage to your own belongings runs through a home contents, golf or motor policy; damage caused with a car or scooter through the WAM cover on that vehicle.

Personal liability insurance (AVP) covers damage that you or a member of your household cause to someone else in a private capacity. Damage caused with a motor vehicle is not covered: the WAM applies to that. The care, custody and control exclusion excludes damage to property in your care, unless the policy provides an extension for it.

Four points that make the difference between a policy that pays out and one that does not.
Family cover includes you, your partner and your children living at home. Children studying away from home are included under most conditions as long as they are unmarried and in full-time education. A child with their own income and their own household drops out. If you live alone, single-person cover is enough. If your household changes (moving in together, separating, a child who starts work) report it, otherwise the group of insured persons is open to argument when a claim arises.
If you damage something belonging to someone else that was in your care, the policy speaks of care, custody and control, and that is limited or excluded as standard. Think of the borrowed trailer, your employer's laptop, the holiday home you rent or an acquaintance's classic car you take for a drive. Some conditions have separate, capped care, custody and control cover for staying with others and for borrowed items; let us check what your version says.
As the possessor of an animal you are liable under Article 6:179 of the Dutch Civil Code for damage the animal causes of its own accord, even where you did nothing wrong: the dog that knocks over a cyclist, the cat that breaks a vase at the neighbours'. For defective structures, Article 6:174 of the Dutch Civil Codeapplies: if a roof tile or a branch falls on someone else's car, you are liable as the owner.
Excluded are damage caused with or by a motor vehicle, which runs through the compulsory WAM cover under Article 2 of the Dutch Motor Insurance Liability Act (WAM): damage from professional or business activities, including self-employed work and paid jobs, and damage you cause deliberately or through unlawful conduct. Fines, contractual penalty clauses and pure financial loss without injury or property damage also fall outside the cover.

Yes, that is the essence of Article 6:179 of the Dutch Civil Code: as the possessor you are liable for damage caused by the animal's own energy, even if you did nothing wrong. The AVP pays the victim's injury and the consequential loss. The exception is damage to your own family members and damage that was deliberately provoked.
No. As soon as you work for payment, the activity is professional or business activity and that is excluded. Public and employers' liability insurance exists for that. Even a friendly job that you invoice falls under it. If you do an unpaid job for a neighbour, that is usually a favour and the insurer assesses the claim on its merits.
For children under fourteen the parents are liable under Article 6:169 of the Dutch Civil Code, even without fault of their own. The AVP then pays for the window. For older children their own conduct is considered, but as long as they belong to the group of insured persons the claim runs through your policy as normal. Report the loss as soon as possible.
Most policies have worldwide cover, often with a time limit for long stays. Watch the care, custody and control provision: damage to the holiday home you rent or to borrowed items at the campsite is not automatically covered.
