The compulsory motor policy on a car pays the other party's loss; Article 2 of the Dutch Motor Insurance Liability Act (WAM) requires it. For your own injuries that policy offers nothing once you are the one at fault, or where there is no other party at all. Road users' insurance via Turien & Co fills exactly that gap: it covers injury and its consequences for you and your family members when taking part in traffic, regardless of fault.
What is distinctive about this product is that it is not tied to one vehicle. Where occupants' indemnity insurance is tied to a registration number, this cover follows the person: as a driver, as a passenger in someone else's car, on a bicycle, on an e-bike, on the bus and as a pedestrian. A single-vehicle accident on a bicycle is therefore also covered, and that is precisely the situation in which there is rarely a liable party.

Four points that make the difference between a policy that pays out and one that does not.
A personal accident insurance pays an agreed sum for a given percentage of permanent injury. This policy works differently: it reimburses the loss you actually suffer, such as loss of income, help in the home, adaptations and compensation for pain and suffering. With long-term injury that mounts up beyond a fixed sum. So look not only at the sum insured but at how the loss is assessed.
A fall over a loose paving slab, a collision with a driver who is never identified or a single-vehicle accident on an e-bike rarely leads to a liable party. Unmotorised road users do enjoy a protected position in traffic, but that does not help without a counterparty. Precisely those situations, in which an ordinary motor policy does nothing, are the reason this cover exists.
If there is a liable other party, your loss is in principle recovered from them under Article 6:162 of the Dutch Civil Code. This insurance then pays up front or tops up what proves not to be recoverable, for example from an uninsured driver or one who has fled the scene. Anything already paid by a health insurer or employer is generally deducted; double reimbursement of the same item of loss is excluded.
Cover does not extend to: accidents during driving under the influence or without a valid driving licence; taking part in competitions, speed trials and track days; intent and deliberate recklessness; injury that results from a pre-existing condition rather than from the accident; and material damage to the vehicle itself, which belongs on the own-damage or third-party liability cover. Professional passenger transport is also usually excluded.

Occupants' indemnity insurance is tied to one registration number and covers only those in that vehicle. This insurance follows the person and also applies on a bicycle, on foot and as a passenger in someone else's car or on the bus. If you have several vehicles or cycle a lot, the personal form generally provides wider cover.
Yes, that is one of the main situations this cover exists for. In a fall with no other party involved there is nobody to hold liable and health insurance pays only medical costs, not loss of income or help at home. Those items are covered under this policy, within the sum insured.
For employees, the employer normally arranges that; under Article 7:611 of the Dutch Civil Code proper insurance for taking part in traffic is expected of them. If you drive as a self-employed professional (zzp'er), there is no employer and you fall back on your own arrangements. So always declare business use, so that the cover is geared to it.
Have an accident statement completed, or report it to the police where the other party is unknown, and make sure that medical complaints are recorded from the outset by your GP or the emergency department. Then report the accident as soon as possible; Article 7:941 of the Dutch Civil Code requires timely notification and cooperation in the assessment of the loss.
