Personal liability insurance pays for damage you or the people you live with cause to someone else outside a profession or business. The basis is Article 6:162 of the Dutch Civil Code. For anyone often on the move, with bicycles, camping equipment, a boat or animals, the value lies not in the standard wording but in the question where the policy stops and another insurance begins.
That dividing line is set out in law. For a motor vehicle a separate insurance obligation applies under Article 2 of the Dutch Motor Insurance Liability Act (WAM). A car, motorcycle, moped, light moped, mobility scooter above the usual speed limit and the speed pedelec fall under it and are therefore never covered on liability insurance, not even when you are driving someone else's vehicle.
Also outside the cover: damage to your own belongings, damage to someone else's property in your care, damage caused deliberately and damage during work for your own account. Anyone who drives or sails on business needs separate motor legal expenses cover and cover for the objects themselves.

Personal liability insurance (AVP) covers damage that you or a member of your household cause to someone else in a private capacity. Damage caused with a motor vehicle is not covered: the WAM applies to that. The care, custody and control exclusion excludes damage to property in your care, unless the policy provides an extension for it.

Four points that make the difference between a policy that pays out and one that does not.
If you cause damage with a car, scooter or speed pedelec, that runs through the compulsory third-party cover on that vehicle and not through your liability insurance. That also applies to a borrowed or hired vehicle. One exception many policies do have is joyriding by a member of the household without your knowledge, and damage to someone else while pushing or towing by hand. Read that passage literally.
An ordinary bicycle and an electric bicycle with pedal assistance up to the statutory limit do not count as motor vehicles. If you hit a pedestrian with one, that is covered. A fatbike with a throttle, a modified e-bike or a speed pedelec does count, and needs a registration number and its own insurance. If a bicycle is modified, cover falls away at the moment it matters most.
A canoe, a rowing boat or a surfboard still falls under liability cover on many policies. As soon as there is an engine on it, or the craft exceeds a certain length or speed, a separate pleasure craft policy is needed. Water-skiing behind a motor boat and steering a hired sloop then fall outside it too. Damage you cause to the hired boat itself is care, custody and control in any event and is not covered.
Outside Europe the cover only applies if worldwide cover is included; check that before a long-haul trip. Damage to a rented holiday home, a chalet or a static caravan is a care, custody and control loss and therefore often falls outside the policy, although some versions have a limited extension for accommodation. The excess on a hire car is never covered; there is separate excess insurance for that.

An e-bike with pedal assistance up to the statutory limit does not count as a motor vehicle, so damage you cause to someone else with it is covered. A speed pedelec or a fatbike with a throttle falls under the insurance obligation in Article 2 of the WAM and needs its own policy. Damage to the bicycle itself, through theft or a fall, belongs with a bicycle policy.
Not for damage to third parties through this policy, but through the third-party insurance on that vehicle. That is compulsory and follows the car, not the driver. If you cause damage, it costs the owner no-claims years. For damage to the borrowed car itself the owner needs own-damage cover; your liability policy does not pay for it.
Only if that is stated on your policy schedule. As standard the cover on many policies is limited to Europe, sometimes to the countries on the green card. For a trip beyond that you can insure worldwide cover, usually for a continuous period. If you stay abroad for a longer continuous period, cover can lapse; report such a stay in advance.
First establish what it is. If the bicycle only assists while pedalling and stays within the statutory limit, liability is included under family cover. If it has a throttle or has been modified, it counts as a moped: registration number, compulsory insurance and a helmet. Without that policy there is no cover at all in a collision involving injury.
