Personal liability insurance is not compulsory by law, but without a policy you carry someone else's loss yourself, and injury claims have no upper limit. The liability follows from Article 6:162 of the Dutch Civil Code, and for animals from Article 6:179 of the Dutch Civil Code: as the possessor you are liable for what your animal does, even where you did nothing wrong.
What sets this insurance apart is not the cover but the underwriting. We use it where an ordinary insurer keeps the door closed: after cancellation for non-payment or fraud, after several claims in a short period, after registration in a warning system, or where there is a biting incident in the file.
The exclusions are no broader than elsewhere, but they are enforced more strictly: intent, damage to property in your care, damage caused with a motor vehicle and damage from work for your own account stay outside the cover. Personal liability insurance (AVP) covers damage that you or a member of your household cause to someone else in a private capacity. Damage caused with a motor vehicle is not covered: the WAM applies to that. The care, custody and control exclusion excludes damage to property in your care, unless the policy provides an extension for it.

Four points that make the difference between a policy that pays out and one that does not.
Insurers rarely refuse because of one claim. It is about a pattern: an earlier cancellation by the insurer, arrears of premium that led to cancellation, a fraud report or an accumulation of claims within a few years. Such data is held in a central system that every insurer consults when underwriting. A safety-net policy looks at the same data, but does not automatically close the application on that basis.
As the owner you are, under Article 6:179 of the Dutch Civil Code liable for damage your animal causes, even if you were not there. Injuries from a bite mount up quickly through injury and scarring. After an incident, insurers often only accept an animal subject to conditions: a duty to keep it on a lead and muzzled, or exclusion of that particular animal. If such a condition is breached, cover for that loss falls away.
When you apply you have to disclose earlier cancellations, refusals, claims and registrations in full. That follows from Article 7:928 of the Dutch Civil Code. If you conceal something and it comes out after a claim, the insurer can refuse the payment under Article 7:930 of the Dutch Civil Code and terminate the policy, after which you are back with a cancellation in your file. Full disclosure is the quickest route here.
Broader underwriting does not mean broader cover. Damage caused deliberately remains excluded under Article 7:952 of the Dutch Civil Code and the intent clause in the conditions. Vandalism, assault and threats fall under it without exception, even where the consequences turned out worse than intended. Even so, always notify a claim without undue delay; Article 7:941 of the Dutch Civil Code requires this.

Often yes. This policy exists precisely for risks the mainstream market does not accept. The whole file is looked at, though, and special conditions can be attached to acceptance, such as a higher excess or the exclusion of a particular animal. If you supply the refusal letters and the claims history in full, the assessment is quickest.
Yes, always. The duty of disclosure in Article 7:928 of the Dutch Civil Code requires you to disclose everything you can reasonably understand to be relevant to the underwriting. A cancellation, a fraud report or an earlier refusal certainly belongs in that. Holding it back leads to rejection under Article 7:930 DCC at the first claim and to termination again.
That depends on the conditions on which you are accepted. Sometimes the animal is simply included, sometimes a duty to use a lead or muzzle applies and sometimes that particular animal is excluded. If you do not comply with such a condition, the loss is not covered while you remain liable as the possessor under Article 6:179 DCC.
No, unlike with a motor vehicle there is no statutory insurance obligation. When it comes to it it is required, though: landlords, housing associations, sports clubs and schools ask for it as a matter of course. Without a policy you also remain personally liable for injury claims, and those can be recovered from you for many years.
