In brief

Travel insurance is an indemnity policy that applies while you are travelling. It covers three things: damage to or loss of your luggage, assistance through an emergency assistance centre and the extraordinary costs that arise when your trip does not go as planned. Think of a longer stay after illness, transport to hospital, repatriation or a family member coming out to join you. Medical costs, accidents and legal expenses are separate modules you add.

There are two forms. A short-term travel policy is taken out for one trip, with a fixed start and end date. A continuous travel policy runs all year and covers every trip up to a maximum number of consecutive days per trip, usually with a choice between Europe and worldwide cover. If you travel once or twice a year, a single-trip policy is often the logical choice. If you travel more often or at short notice, a continuous policy is more practical.

What travel insurance is not: a replacement for your health insurance, cancellation insurance or liability insurance. Your health insurance pays first abroad, up to the Dutch rate at most. Cancellation is a separate cover for costs before the trip or on curtailing it. Damage you cause to someone else runs through your AVP. See also continuous travel insurance.

What to know before you choose

Four points that determine whether the policy suits the way you travel.

Health insurance remains the first payer

Abroad, your basic health insurance pays for care up to the rate applicable in the Netherlands at most; outside the EU that is often a fraction of the actual bill. The medical expenses module on the travel insurance tops up that difference. The excess on your health insurance still applies as normal. Without this module you are insured for repatriation, but not for the treatment itself.

What is not included

Virtually every travel policy excludes: luggage left unattended, damage while under the influence of alcohol or drugs, taking part in speed contests and the consequences of an existing medical condition that you have not declared. Beyond that, intent and recklessness apply as an exclusion under Article 7:952 of the Dutch Civil Code, and the policy does not pay fines. Business trips also fall outside a private policy.

Declare what has to be declared

On taking out the policy, the duty of disclosure applies under Article 7:928 of the Dutch Civil Code. Answer questions about health, occupation or previous claims in full. A breach can reduce the payment or cause it to lapse (Article 7:930 of the Dutch Civil Code). If something happens on the way, call the emergency assistance centre first and report the claim as soon as reasonably possible (Article 7:941 of the Dutch Civil Code). Keep invoices, police reports and statements. Without documentary evidence, luggage is rarely paid for.

Look beyond the premium

Travel policies differ mainly in their sub-limits and area of cover. A low premium often goes together with a low payment for electronics and jewellery, a limited number of consecutive travel days or cover for Europe only. Note too how the policy defines special sports and whether family members and children travelling with you are automatically included. Compare those points before you decide on price.

Is travel insurance compulsory?

No, not in the Netherlands. Some countries do require insurance for medical costs and repatriation with a visa application, and tour operators can require it contractually. Apart from that, you decide for yourself whether you want to bear the risk of medical costs and repatriation. Without insurance you pay those costs out of your own funds.

What is the difference from cancellation insurance?

Travel insurance covers what happens during the trip: luggage, assistance, medical costs. Cancellation insurance covers the costs you have booked when you have to cancel the trip beforehand or cut it short for a covered reason, such as illness or a death in the family. They are two covers often taken out together, but they work independently.

Short-term or continuous: which is wiser?

That depends on how often you are away. With one or two trips a year a single-trip policy usually fits better, because you pay only for the days you travel. If you travel more often, book at the last minute or regularly go across the border for a weekend, a continuous policy stops you forgetting to take out cover.

Are my children automatically covered?

On a family policy usually yes, as long as they live at home and travel with you. Student children living away from home are not always included, and children travelling independently without the policyholder are sometimes not either. Check this before departure, certainly for a school trip or a trip with friends; it cannot be adjusted afterwards.

Does the policy apply to a business trip as well?

A private travel policy covers holiday trips. If you travel for work, there is often only cover for administrative or non-manual activities, and sometimes none at all. For work with an increased risk, installation work or a long stay, business travel insurance is needed. Have that assessed in advance; an argument about the purpose of the trip afterwards is hard to win.
