In brief

Insurance can be grouped by what it protects. The first group covers ownership: buildings, home contents, motor vehicles, boats, caravans and valuables. The second group covers liability, that is damage you cause to others, privately through the AVP, and in business through public and employers' or professional indemnity insurance. The third group covers income and health: health insurance, disability insurance, sickness absence cover for employers and term life insurance. There is also a group of services, such as legal expenses insurance and travel insurance with assistance.

Only two types of insurance are required by law: the basic health insurance for anyone who lives or works in the Netherlands, and Third-party liability insurance for motor vehicles under Article 2 of the Dutch Motor Insurance Liability Act (WAM). Everything else is voluntary, although third parties can require it: a lender usually requires buildings insurance (opstalverzekering) with a mortgage, a VvE (Dutch owners' association) arranges the building insurance through the rules under Article 5:112 of the Dutch Civil Code, and a client can make liability insurance a contractual requirement.

The question is not which insurances exist, but which risks you can bear yourself. Small, predictable losses are better paid out of your own pocket. For those, a higher excess is cheaper than premium. Insure what you not bear: a home destroyed by fire, personal injury you cause to someone else, or the loss of your income. Anyone who is self-employed has the biggest gap on that last point, because there is no continued payment of wages and no employer behind them.

The categories at a glance

Almost every policy falls into one of these three groups. The fourth group, assistance, hangs off them as a module.

Two points when choosing

More policies is not the same as being better insured. What matters are the risks you cannot bear yourself.

Compulsory, customary or unnecessary

Only basic health insurance and third-party liability cover for motor vehicles under Article 2 of the Dutch Motor Insurance Liability Act (WAM)are compulsory. Buildings, home contents and the personal liability insuranceare customary: the last of these is not expensive and covers precisely the risk that can ruin a household, namely personal injury to someone else. It pays to look critically at policies that cover a small, predictable risk for a relatively high premium, and at duplicate cover: glass that appears on both the buildings and the home contents policy, luggage that falls under both the travel and the home contents policy. Being insured twice does not give you a double payment, only a double premium.

Limits that recur in every category

Whatever type of policy it is, you will find the same exclusions: intent and recklessness through Article 7:952 of the Dutch Civil Code, damage caused by wear, ageing and deferred maintenance, defects in construction and materials, and gradual ingress of moisture, mould and vermin. Also nuclear reactions and war risks are excluded as standard, as are fines and criminal sanctions. On private policies, business use falls outside the cover for as long as it is not reported, and business policies often have an exclusion for damage to property in your care, custody and control: damage to property in your care. Legal expenses insurance (rechtsbijstandverzekering) also has a waiting period during which existing disputes are not covered.

What does your premium depend on?

Which insurance policies are compulsory in the Netherlands?

Two: basic health insurance for everyone who lives or works in the Netherlands, and third-party liability insurance for every motor vehicle in your name, under Article 2 WAM. Other insurances can be required by contract, such as buildings insurance with a mortgage or liability insurance required by a client.

How many insurance policies does an average household have?

In reality a household ends up with a handful: health, liability, home contents, often buildings and a motor policy, together with legal expenses or travel cover. More policies does not automatically mean better insured. What matters more is whether the sums insured are right and whether any risk is missing that you cannot bear yourself.

What is better left uninsured?

Risks that are small and predictable and that you can pay for yourself. For those losses a higher excess is cheaper than premium. Also think critically about separate extended warranties and appliance policies: they often cover what already falls under home contents insurance or under the seller's statutory conformity obligation.

Where does a self-employed person start?

With liability and income. Public and employers' liability insurance (AVB) covers damage you cause to others; advisory professions also need professional indemnity insurance (BAV) for pure financial loss. The biggest gap is usually incapacity for work: without an employer there is no continued payment of wages, and a long absence hits your income immediately.
