How many insurance policies are there in the Netherlands?

There is no exact answer to this question: insurers classify their own products and combine cover into packages. There is, however, a fixed division into main groups. We set those out here.

In brief

We deliberately give no hard figure. What counts as a separate insurance depends on the classification: a home package can consist of four policies or of one policy schedule with four sections, and insurers sometimes bring the same cover to market under different names. Every year products disappear and new ones arrive, for example around electric vehicles and cyber risks.

What is certain is the classification. Broadly there are three worlds: non-life insurance (your possessions, your liability and your legal assistance), life and income insurance (a payment on death or disability) and health insurance, which has its own statutory framework. Alongside those there are the national and employee insurance schemes; those are social insurance provided by the government and not products you take out yourself.

For your own situation the number of products is not what matters, but the question of which risks you run. Only health insurance for residents and third-party liability cover for motor vehicles are compulsory (Article 2 of the Dutch Motor Insurance Liability Act (WAM)); with a mortgage the lender almost always requires buildings insurance. Why a number says little

Two points explaining why you are better off looking at risks than at numbers.

The same cover, a different name

Insurers use different product names for comparable cover and bundle sections into packages. Counting therefore produces no usable figure. So compare on content: which causes are covered, which sub-limits apply, is there guarantee against underinsurance and what excess goes with it. The insurance card sets out that core in standardised form.

More policies is not more certainty

Anyone with many policies often has duplicate cover, for example glass appearing on both the buildings and the home contents policy, or travel cover alongside credit card cover. At the same time the same risks remain excluded in every policy: intent and recklessness (Article 7:952 of the Dutch Civil Code), wear, deferred maintenance and design faults, damage from profession or business on a private policy, and damage that already existed before the start date.

What does your premium depend on?

  • Number and type of cover: which risks you insure
  • Sums insured: sums insured and limits
  • Excess: higher excess, lower premium
  • Claims history: previous claims count
  • Postcode area: burglary, storm and water risk
  • Package and payment frequency: bundling and paying annually make a difference

Is there an official list of all insurance?

An exhaustive list does not exist. Insurers do work with standardised insurance cards for each product type, so that you can compare cover, exclusions and limits in the same way. The supervisory system also has a division into classes, but that follows insurers' administration and not the way products are offered to consumers.

How many insurance policies does a household have on average?

That varies widely and we therefore give no figure. Most households have at least health insurance, liability insurance and home contents insurance, and where they own their home, buildings insurance. On top of that come types of cover attached to possessions: car, caravan, boat or valuables. Anyone renting and without a car manages with considerably fewer policies.

Do national insurance schemes count?

Not as a product you take out. National schemes such as the AOW state pension and the Wlz, and employee schemes such as WW and WIA, are statutory arrangements. You are insured under them by operation of law and pay contributions through tax or through your employer. You choose no provider and there is no policy. They therefore do not belong in comparisons with private insurance.

Are new types of insurance still appearing?

Yes, the market moves with new risks. In recent years that has mainly been about electric transport, charging points and home batteries, about cyber and data risks and about cover for sustainable installations. At the same time products disappear or are absorbed into packages. That is precisely why a fixed number is not a durable answer.
