In brief

The short answer: the recommended ones are personal liability insurance (AVP), a home contents insurance and, for many households, legal expenses insurance. None of the three is compulsory. The only compulsory ones are health insurance for residents and third-party liability cover for every motor vehicle in your name (Article 2 of the Dutch Motor Insurance Liability Act (WAM)). Buildings insurance is a requirement of the mortgage lender, not a law.

The order is not 'what costs little' but 'what can I not bear myself'. A liability claim based on a wrongful act (Article 6:162 of the Dutch Civil Code) can have effects for years, certainly with personal injury. Your home contents are gone in one go in a fire. Small, predictable costs are better paid yourself.

Other covers are only worthwhile if the risk is there: a buildings insurance with a home you own, own-damage cover for a car you cannot do without, travel insurance if you travel a lot.

What to look out for

Two things that determine whether such a policy really helps you.

Recommended does not mean everything is covered

The recommended policies have firm limits too. An AVP does not cover damage arising from a profession or business, damage caused with a motor vehicle or, beyond limited care, custody and control cover, damage to borrowed items. A home contents insurance does not pay for wear and tear, vermin, mould or gradual damp. A legal expenses insurance has a waiting period and does not cover a dispute that is already running. Intent and recklessness are excluded everywhere (Article 7:952 of the Dutch Civil Code).

Complete the application in full

On taking out the policy, the duty of disclosure applies under Article 7:928 of the Dutch Civil Code: questions about your situation, claims history and any criminal record have to be answered correctly. If that is not right, the insurer can reduce or refuse payment (Article 7:930 of the Dutch Civil Code). Report changes such as room letting or a business at home, and report a loss as soon as reasonably possible (Article 7:941 of the Dutch Civil Code).

What does your premium depend on?

Which insurance is genuinely compulsory in the Netherlands?

Two. Health insurance for everyone who lives or works in the Netherlands, and third-party liability cover for every motor vehicle in your name, under Article 2 of the Dutch Motor Insurance Liability Act. That second obligation also applies to a car that is not used, unless you suspend the registration.

Is buildings insurance (opstalverzekering) required by law?

No. There is no law requiring you to insure your home. Almost every mortgage lender does make buildings insurance a condition, because the property serves as security. With a flat this usually runs through the VvE's joint buildings policy, arranged in the division regulations.

Do I need legal expenses insurance?

That depends on your situation. It is mainly worthwhile with a home you own, an employment contract or building work. Watch out for the waiting period, usually three months, and for the fact that a dispute already running is never covered. Tax and criminal cases are usually outside it.

Can I skip insurances to save money?

You can, provided you can bear the loss yourself. Small, predictable costs do not need insuring. It becomes risky with liability for personal injury and with the loss of all your home contents: amounts a household rarely absorbs itself. In that case choose a higher excess instead.
