We generally use personal accident insurance with De Goudse for business owners and SME employers, alongside the covers that deal with income. The policy pays once on death or on permanent loss of function caused by an accident. What it does not do is top up your monthly income while you are unable to work, and that is precisely the expectation business owners most often get wrong.
For continuing income, disability insurance (AOV) is the disability insurance cover to take, because it also pays for illness. For staff, sickness absence insurance (verzuimverzekering) sickness absence insurance takes care of continued wages. By far the most absence in the SME sector is caused by illness and not by an accident; by definition a personal accident policy covers none of that category.
Where personal accident cover does have its place: as a supplement during the waiting period of a disability policy, as a provision for dependants after a fatal accident, and as a benefit for staff. In that last case Article 7:611 DCCalso comes into play: an employer can be expected to make a proper provision for staff who are exposed to risk in traffic or on the road.

With accident and income cover, the definition of «accident» or «incapacity for work» determines what is paid out, together with the waiting period, the end age and the occupational profile. A condition that already existed or was known when the policy was taken out is usually excluded; non-disclosure can affect the payout (Articles 7:928 and 7:930 of the Dutch Civil Code).

Four points that make the difference between a policy that pays out and one that does not.
Absence through back trouble, heart problems, burnout, RSI or an occupational disease does not lead to a payment, because there is no sudden effect from outside. For a business owner that means the greatest chance of long-term absence lies in the category this policy does not cover. Always assess personal accident cover together with your income provision, therefore, and not as a substitute for it.
The payment is tied to permanent loss of function by a medical yardstick, not to the loss of earning capacity. A pianist who loses part of a finger and can no longer practise his profession receives the percentage attaching to that joint, not an amount matched to his loss of income. The reverse also happens: loss of function with no consequences at all for the work.
Treatment costs, rehabilitation, the health insurance excess, cover for your role in the business, missed contracts and the turnover lost during your absence all fall outside the cover. This policy pays a fixed amount and nothing more. If you want to meet the business costs during absence, separate cover is needed within your disability solution.
If an employee is injured, the personal accident policy pays regardless of fault. If that employee also brings a claim against you, the question is your duty of care under Article 7:658 DCC and good employer conduct under Article 7:611 DCC. That claim belongs on a liability insurance with employers' liability. The personal accident policy does not take it over.

No. Disability insurance pays periodically for as long as illness or an accident prevents you from working. This policy pays once and only after an accident causing permanent loss of function or death. Because most long-term absence arises from illness, a personal accident policy does not cover the greater part of your income risk.
As a rule, no. The payment is tied to permanent loss of function or to death, not to temporary absence. If you make a full recovery, no payment follows, however long you were out of action. Some policies have a separate section for temporary incapacity caused by an accident; that is then an extension.
Group personal accident insurance is not compulsory by law. A collective labour agreement or terms of employment may require it, however, and under Article 7:611 DCC you may be expected to make a proper provision for staff who are exposed to risk in traffic. That obligation stands apart from your liability insurance.
With cover limited to working hours that is an express point: some policies include commuting, others do not. With full round-the-clock cover the question does not arise. For staff who have to be on the road every day, this is the first item to look at when comparing.
