Insuring a Vespa

In brief

A Vespa is a motor vehicle, so the the insurance requirement in Article 2 WAMapplies. Third-party liability cover must remain in force for as long as the registration is in your name, even if the scooter stands indoors for a whole winter. Only a suspension with the RDW lifts that obligation temporarily. Damage to the Vespa itself only comes under the policy with third-party, fire and theft or comprehensive cover.

Which rules apply depends on the version. The 50cc models are light moped (restricted to 25 kilometres per hour) or moped (45 kilometres per hour). Both require registration, both have carried a compulsory helmet since 1 January 2023 and you may ride them from the age of sixteen with an category AM driving licence. The heavier GTS versions fall outside the moped category and call for a motorcycle licence and a motorcycle policy.

The distinguishing point on this make is the value. A Vespa with a pressed steel frame falls in price slowly and is stolen more often than an average plastic-bodied scooter. Insurers therefore more often set requirements for the lock, the storage and sometimes for a tracker. On a new or recent example, own-damage cover is usually sensible; have it recorded whether the calculation is made on market value, purchase price or an agreed valuation.

What makes the difference on a Vespa

Four points that arise more often on this make than on an average scooter.

Recording the basis of valuation

After a theft or a total loss, an insurer pays the market value as standard. On a Vespa that often works out unfavourably, because the market value is higher than a depreciation table suggests. So ask about a purchase price or replacement-value-as-new scheme on a recent example, and about an valuation on an older or restored model. A valuation report gives certainty when the value is established. Without a valuation the loss adjuster decides after the event.

Security and storage determine theft cover

Practically every policy requires a lock with ART quality mark in the prescribed category, secured to a fixed object. In some postcode areas compulsory indoor storage or a tracking system is added to that. Keep the invoice for the lock and both keys: you must produce them at claim stage. If the security requirement has not been met, the theft is not covered, regardless of how the scooter was taken.

What is not covered

The following, among others, are outside the cover: tuning up the engine or a modified construction, even where a previous owner did it; driving without the required licence category or under the influence; theft without the prescribed ART lock; and damage during hire or delivery work that has not been declared. Wear, rust and mechanical defects without a collision also fall outside it, as does damage through intent or recklessness (Article 7:952 of the Dutch Civil Code).

Report modifications and use

On taking out the policy, the duty of disclosure applies under Article 7:928 of the Dutch Civil Code. So report a changed exhaust, a different variator, a second regular rider and certainly use for delivery or hire. If you conceal that, the insurer may reduce or refuse payment (Article 7:930 of the Dutch Civil Code). If you move to a different postcode area, let us know. That affects both the premium and the security requirement. You report a loss as soon as is reasonably possible (Article 7:941 of the Dutch Civil Code).

Is a Vespa more expensive to insure than an ordinary scooter?

For third-party liability cover, usually not, or hardly, because that follows mainly the version and the rider. For own-damage cover and theft, generally yes: the purchase price is higher and the make is popular with thieves. That leads to a higher premium and to stricter requirements for the lock and storage. Comparing pays off more here than on an average scooter.

Which driving licence do I need?

For the 50cc versions an AM licence from the age of sixteen is enough; anyone holding a category B licence is also entitled to ride one. The heavier versions fall outside the moped category and call for a motorcycle licence in the right category. If you ride without the required category, damage to your own Vespa is not covered and the insurer recovers from you the loss paid to the other party.

Can I have my older Vespa valued?

With many insurers you can, certainly on a restored or classic example. A valuation report from a recognised expert records the value in advance, so that no argument arises after a theft or a total loss. Note the period of validity of the report, usually a few years, and the requirement that enrichment remains excluded, as Article 7:960 of the Dutch Civil Code prescribes.

Is theft of individual parts covered?

Only if the policy says so. A stolen mirror, seat or top box often comes under own-damage cover subject to a limit, but non-factory accessories usually have to be notified and valued separately. Keep purchase receipts. Theft of parts without signs of forced entry or without a police report is generally not paid.

What if I lend the Vespa to someone else?

Third-party liability cover follows the vehicle, so damage the borrower causes to someone else is generally covered. For own-damage cover the position is different: if the borrower is younger than the age limit stated on the policy or lacks the required licence category, the insurer may refuse the damage to your own scooter. Regular use by someone else should be reported in advance.
