If you use your scooter for work, the purpose of use matters more than the make. A private policy does not automatically cover delivery or customer visits.

A scooter is a motor vehicle, so the the insurance requirement in Article 2 WAM: third-party liability cover is compulsory for as long as the registration is in your name, including during a quiet period. For damage to the scooter itself, third-party, fire and theft or comprehensive cover is needed. Whether you ride a light moped (restricted to 25 kilometres per hour) or a moped (45 kilometres per hour), in both cases a compulsory helmet applies and from the age of sixteen it is enough to hold an category AM driving licence.
The point where things go wrong for self-employed professionals is the purpose of use. Insurers distinguish between private use, commuting and business use, and treat deliveries as a category of its own. Anyone delivering meals, parcels or samples without reporting it risks refusal after a loss because of a concealed increase in risk. So state exactly what you ride for and have it recorded on the policy. The premium is higher, but the cover stands.
A scooter policy also does not cover your liability as a business. If you damage an order on the way or break something at a customer's premises, that comes under public and employers' liability insurance, not under the third-party liability cover on the vehicle. Your own injury is not covered either: as a self-employed professional you have no employer insuring you, so you arrange that yourself through personal accident or disability cover.

Four points that work differently on a private scooter policy from a business one.
Practically every scooter policy states what the vehicle may be used for. Private use and commuting is standard; delivery, courier services and hire fall outside it unless they have been expressly included. The difference is no formality: delivery riders cover more kilometres, more often at rush hour and under time pressure, which increases the chance of a claim. Have the policy or the policy schedule state literally which use has been accepted.
Third-party liability cover protects the other party, not you. If a single-vehicle accident leaves you unfit for work, as a self-employed professional there is no continued payment of wages and no employer who is liable. Anyone riding without disability insurance or personal accident cover carries that risk entirely themselves. Riders' cover or accident cover for occupants fills part of the gap, but does not replace an AOV.
The following, among others, are outside the cover: tuning up the engine or a modified construction; driving without the required licence category or under the influence; theft without the prescribed ART lock; and damage while hired out or during delivery work if that use has not been reported. The goods carried are also not covered under the scooter policy, any more than wear, mechanical defects and damage through intent or recklessness (Article 7:952 of the Dutch Civil Code).
On taking out the policy, the duty of disclosure applies under Article 7:928 of the Dutch Civil Code. If you start delivering, take on a second rider or start keeping the scooter in the street rather than in a garage, let us know. If you conceal it, the insurer may reduce or refuse payment (Article 7:930 of the Dutch Civil Code). You report a claim as soon as reasonably possible (Article 7:941 of the Dutch Civil Code).
Insurers weigh these details differently. That is where your saving is.

As a rule, no. Delivery and courier work are listed as excluded use on practically every private policy. If you make delivery runs anyway, the insurer may refuse payment after a loss and cancel the policy. Report the purpose of use in advance. There are insurers that accept delivery at an adjusted premium or with a higher excess.
That is mainly a tax choice and does not change the insurance obligation. It does determine which policy is appropriate: with a vehicle owned by the business, a business policy with a business purpose of use is the obvious choice. More important than the registration is that the actual use is stated on the policy. Discuss the tax side with your accountant.
Not under the scooter policy. Tools, samples and orders in the top box fall outside it. Separate cover is needed for those, for instance for tools and business contents or goods-in-transit insurance for carriage of your own goods. Note the forced-entry requirement: theft from an unlocked box or without signs of forced entry is practically never paid.
Third-party liability cover follows the vehicle, so damage to someone else is generally covered. For own-damage cover the position is different: if someone rides without the required licence category or below an age limit stated on the policy, the damage to your own scooter may be refused. Have an employee or regular stand-in registered as a rider in advance.
No. Third-party liability cover applies only to damage caused with or by the vehicle. If you break something at a customer's premises, deliver to the wrong place or cause loss through your work, that comes under public and employers' liability insurance (AVB). That stands apart from the scooter policy and assesses liability under Article 6:162 of the Dutch Civil Code.
