The Piaggio name — and the associated Vespa marque — covers vehicles that have little in common in insurance terms: light mopeds and mopeds, heavier scooters and three-wheelers and light commercial vehicles such as the Ape and the Porter. The first thing to establish is therefore not which make you ride, but which vehicle category appears on part I of the registration certificate. That category determines the type of policy, the driving licence required and the premium.
What applies in every case: Third-party liability cover is compulsory by law under Article 2 of the Dutch Motor Insurance Liability Act (WAM). That cover pays only for damage you cause to someone else. The obligation continues for as long as the vehicle is registered in your name, even when it sits in the shed all winter. If you want the vehicle itself insured, you need additional cover: third-party, fire and theft for theft, fire and storm among other things, or comprehensive cover under which damage to your own vehicle after a fall or collision is insured as well.
On two-wheelers, theft is the risk that dominates the premium and the conditions. Insurers therefore almost always set requirements for the lock and for where the vehicle is kept. If you use an Ape or Porter for business, the emphasis shifts to liability, load and use by several drivers. Those vehicles then belong on a commercial vehicle policy and not on a personal policy.

Four points that most often decide whether a claim on these vehicles is paid.
A light moped, a moped, a heavy scooter and a three-wheeler fall under different regimes. That works through into the driving licence required — AM, A or B— depending on the category and the power output, and into the type of policy. For some three-wheelers a category B licence is enough, for others it is not. Go by what the registration certificate says and not by what the seller tells you. If you ride without the correct licence, own damage is excluded and the insurer can recover from you the amount paid to the injured party.
On scooters, theft is the most common claim. Insurers therefore tie theft cover to conditions: a an approved lock — often with an ART approval mark in a prescribed category — that was actually in use, sometimes a second lock or a chain to a fixed point, and storage in a locked space overnight. Keep the purchase invoice for the lock and both keys: the insurer will ask for them when theft is reported. If you cannot show that the lock requirement was met, the claim will be declined.
The following, among others, are outside the cover: damage after the vehicle has been derestricted or otherwise modified so that the design speed or power output differs from the manufacturer’s specification; theft where the prescribed lock was not used or the keys were left in the vehicle; and wear and tear and mechanical faults without a collision, such as a worn variator, brakes or tyres. Damage caused by intent or recklessness is also excluded under Article 7:952 of the Dutch Civil Code, and delivery runs or other carriage for payment fall outside a personal policy.
If an Ape, Porter or scooter is used commercially — deliveries, maintenance, mobile trading — report this when the policy is taken out. The duty of disclosure under Article 7:928 of the Dutch Civil Code covers the nature of the use, and a policy for private use provides no own-damage cover where the vehicle is used commercially (Article 7:930 of the Dutch Civil Code). Bear in mind as well that goods carried do not fall under the vehicle insurance: that calls for separate goods in transit or carrier’s liability cover. Report a claim as soon as reasonably possible (Article 7:941 of the Dutch Civil Code).
Insurers weigh these details differently. That is where your saving is.

Yes. As long as the vehicle is registered in your name and has not been formally suspended or deregistered, the insurance obligation under Article 2 of the WAM applies in full. The RDW (the Dutch vehicle authority) checks this administratively. An uninsured vehicle attracts a fine, even if it is not being ridden. If you want to reduce the premium over the winter, ask about the options within the policy rather than simply ending the cover.
Only if the lock requirement has been met. The policy normally prescribes an approved lock, sometimes in a particular category, and requires that you actually used it. When a claim is reported, insurers ask for the purchase invoice for the lock and for all the keys. If that evidence is missing, or the vehicle was left unlocked, the claim is declined. Theft from a shared, unlocked space also often leads to argument.
Own-damage cover then lapses and, on a third-party claim, the insurer can recover the amount paid from you. Derestricting changes the design speed and with it the risk you are insured for. That applies even where a previous owner carried out the modification and you were unaware of it. With a second-hand scooter it is therefore sensible to have this checked beforehand.
That depends on the vehicle category and the power output as stated on the registration certificate. For some three-wheeled scooters a category B licence is enough, for others A or AM is required. Check this with the RDW before you buy and ride. Riding without the correct licence is a standard exclusion on almost every policy, regardless of who was at fault in the accident.
Not automatically. Accessories such as a top box, windscreen or helmet are sometimes insured up to a limited amount, and sometimes only where they were declared on the application and fitted to the vehicle. Loose clothing and helmets more often fall under home contents insurance (inboedelverzekering) when stolen. Ask about this in advance and have declared accessories noted on the policy.
