The insurance obligation under Article 2 of the Dutch Motor Insurance Liability Act (WAM) is about liability towards others. That means the driver who causes the accident has nobody to hold liable for their own injury. In a single-vehicle accident, a skid on a slippery road or a cyclist who comes off without another party involved, there is no liable party and therefore no compensation. Road users' insurance fills that gap.
The difference from accident insurance lies in the nature of the payment. An personal accident insurance pays an amount agreed in advance. This policy pays for the the loss actually suffered, such as loss of income, help in the home and damages for pain and suffering, and therefore falls under the indemnity principle of Article 7:960 of the Dutch Civil Code.
For employers this product is not a luxury either. The case law derives from Article 7:611 of the Dutch Civil Code that an employer has to arrange proper insurance for employees who take part in traffic in the course of their duties. Anyone sending out delivery riders, engineers or sales representatives is therefore also buying off their own liability with this cover.

Four points that make the difference between a policy that pays out and one that does not.
The compulsory cover in Article 2 of the Dutch Motor Insurance Liability Act (WAM) pays only for third parties' losses. The person who caused the accident is left out, and in a single-vehicle accident against a tree or a post there is no other party at all. Even where the liable party is uninsured or drives on, your own injury is left uncovered. This policy pays regardless of fault and therefore makes the question of fault irrelevant for your own loss.
Unlike occupants insurance, which attaches to a particular vehicle, this cover follows the person. You are insured as a driver, as a passenger, on a bicycle, on foot and on public transport. For families that means children on their way to school fall under the same policy as the parent in the company car. Damage to items carried is usually insured as well.
In a road accident during working hours, Article 7:658 of the Dutch Civil Code offers little to go on, because the employer does not control the public road. The case law therefore places liability under Article 7:611 of the Dutch Civil Code: good employment practice requires proper insurance for employees who take part in traffic in the course of their work. If that is missing, the employer can be liable for exactly the amount the insurance would have paid.
The policy pays for personal injury and usually for damage to items carried, but not for repairing your own car: that is own-damage cover. The other party's loss also remains with the third-party liability insurer. Also outside the cover are accidents during speed events, driving without a valid licence, driving under the influence and intent, which under Article 7:952 of the Dutch Civil Code is excluded in any event.

Accident insurance is a fixed-sum insurance: on death or permanent loss of function a fixed amount follows, whatever your actual loss. This policy pays for the loss as actually suffered, including loss of income and costs, and is limited to accidents in traffic. The two do not rule each other out, but cover a different part of the same consequence.
Yes, that is the heart of this product. The cover works regardless of fault, so it applies to a mistake of your own, to a skid or to a single-vehicle accident with no other party. Only intent and a few expressly named situations, such as driving under the influence or without a valid licence, remain outside the cover. That is precisely how this policy differs from third-party liability cover.
If your employees take part in traffic in the course of their work, yes. From Article 7:611 of the Dutch Civil Code follows the obligation to arrange proper insurance for that group. If you do not and a member of staff is injured, you can be liable yourself for the loss that insurance would have covered. That also applies to employees delivering by bicycle.
On the private version it does: that follows the person in every role in traffic, so also on a bicycle and on foot. On a business policy the question is whether commuting is insured as well or only traffic in the course of the employee's duties. That distinction is set out in the conditions and is decisive when a claim is assessed.
