Anyone sending staff out on the road or abroad insures two things separately: the load and the people. Business travel insurance is about the people and about everything they have with them.

In the transport and logistics sector part of the workforce is permanently on the road: drivers, planners visiting a customer, engineers called out to a breakdown. For the cargo there is goods in transit or own-account transport insurance; for the people there is business travel insurance. The two do not merge: damage to the freight is never paid for on a travel policy, and a driver's personal luggage is never paid for on a transit policy.
Business travel cover consists in essence of medical expenses and repatriation, luggage and business equipment, extraordinary costs such as a longer stay or an early return, and often a personal accident cover. The element that is most often underestimated is the emergency assistance centre: repatriation by air ambulance or flying out a replacement driver costs more than years of premium.
Watch the boundary with the private policy. An employee's continuous travel insurance covers holidays, and regularly excludes work other than office and desk work. Physical work abroad (loading, unloading, assembling) therefore falls outside it. See also business travel and transport and logistics.

Four points that determine whether a loss on the road is paid for.
Business travel insurance covers people and their luggage. Goods carried fall under goods in transit or own-account transport insurance, and liability as a carrier under CMR cover. Anyone who confuses the two only discovers it when there is a claim. For each journey, also check what counts as luggage: tools, samples and trade goods are expressly not treated as luggage on most travel policies.
The Dutch basic health insurance pays for care abroad up to the Dutch rate at most. In countries with high healthcare costs a considerable amount is left over at your own expense, and repatriation is not paid for by the basic health insurance at all. It is precisely those two items that the business travel policy covers, together with an emergency assistance centre that arranges the hospital and guarantees payment.
Outside the cover are, among other things: loss while travelling to areas subject to a negative travel advice, luggage left unattended, and belongings left visible in a vehicle, costs arising from pre-existing medical conditions for which treatment during the trip was foreseeable, and loss caused by excessive use of alcohol or drugs. Intent and recklessness are excluded under Article 7:952 of the Dutch Civil Code. Fines, costs arising from confiscated documents and pure delay losses generally also remain outside the policy.
For a hospital admission, repatriation or an early return the emergency assistance centre has to give approval in advance; costs you arrange yourself are often not paid or paid only in part. Also report a loss as soon as is reasonably possible (Article 7:941 of the Dutch Civil Code). In the event of theft, a a police report locally is almost always a condition. What you stated at the start about the area of travel and the work involved falls under Article 7:928 of the Dutch Civil Code; an incorrect picture can cost you the payment through Article 7:930 of the Dutch Civil Code.
Insurers weigh these details differently. That is where your saving is.

No. Goods carried fall under goods in transit insurance or, where you carry your own property, under own-account transport insurance. Liability as a professional carrier runs through CMR cover. The business travel policy insures only the traveller, his personal luggage and the business items he takes with him. Trade goods and samples usually do not count as luggage in that respect.
Usually not. Private travel policies are written for holidays and often exclude work, or cover only office and desk work. Loading, unloading, assembling or repairing abroad then falls outside them. Business equipment and tools are also rarely insured on them and lower limits apply.
The emergency assistance centre can be reached day and night, finds a suitable hospital, guarantees payment so that no deposit is needed, and arranges transport back to the Netherlands where that is medically responsible. Flying out a family member or a replacement driver also runs through that centre. Always call first.
Subject to conditions. Insurers generally require that the vehicle was properly locked and that valuables were not left in view. For valuables a lower sub-limit often applies, or no cover at all where they have been left in a parked vehicle. A report to the local police is almost always compulsory.
That varies. Many policies provide cover from the moment the trip begins, including within the Netherlands, but with restrictions: medical expenses here already run through health insurance, after all. For short domestic journeys it is mainly the luggage and personal accident sections that are relevant. Check whether a minimum duration or an overnight stay is required.
