The statutory obligation
The Dutch Motor Insurance Liability Act (WAM) ties the insurance obligation to the registration in your name, not to the use. If the registration is in your name, there has to be cover.
The RDW checks that automatically. An uninsured vehicle brings a fine, and on repetition that mounts up.
If the car stands idle
If you are not driving it for a while — winter storage, restoration, a long stay abroad — you can have the registration suspend the registration with the RDW.
During a suspension the insurance obligation lapses, as do the road tax and the MOT obligation. You may not then have the car standing on the public road. It has to stand on your own property.
What if you are not insured
Alongside the fine you bear the full loss you cause. With injury that runs into the hundreds of thousands.
The victim is not left without redress: the Waarborgfonds Motorverkeer pays out and then recovers that amount in full from you.
On sale
The obligation ends as soon as the registration in your name is transferred. Report that to your insurer straight away and keep the indemnity certificate. Without that notification the premium continues.
