Where a participant is injured, the question is rarely whether an accident could happen. The question is whether you should have adapted the trip to the group you had that day. That is the test under Article 6:162 of the Dutch Civil Code: did you act as a careful guide would, given the weather, the terrain and the condition of the participants. Liability insurance only pays if that reproach is justified. If there is no fault, there is no payment either.
Participants are third parties as far as your policy is concerned. Guides you hire in are not: as the party engaging them, you can be held liable for their mistakes under Article 6:170 or 6:171 of the Dutch Civil Code, and if they are injured themselves, Article 7:658 of the Dutch Civil Code comes into play. So always declare guides you hire in.
Note what is not included. Climbing, abseiling, diving and caving trips are listed by many insurers as hazardous sports in the exclusions, motor vehicles are outside the cover as standard, and so is property in your care. If you want those elements covered, they have to be on the application form. See also the professional indemnity insurance for self-employed professionals.

This overview is general in nature and is not personal advice. Four points that make the difference between a policy that pays out and one that does not.
After an accident it will be reconstructed which group you had, what the weather forecast was and why you carried on or turned back. Note for each trip the composition of the group, the instructions you gave and your assessment of the terrain and the weather. Without that note it is your word against the participant's, and you carry the evidential risk where fault is alleged under Article 6:162 of the Dutch Civil Code. A short note for each trip is more useful than an elaborate protocol you do not keep up.
A participant who is injured comes to you as a third party. A second guide you hire in for an extra group falls into a different category: if they make a mistake, you are liable as the party engaging them under Article 6:170 or 6:171 of the Dutch Civil Code. If they are injured themselves while working for you, the duty of care under Article 7:658 of the Dutch Civil Codeapplies, including towards self-employed people. Report guides you hire in to your insurer; they count in the risk.
Climbing, abseiling, diving, caving and trips on open water are excluded as hazardous sports by many insurers. The same applies to trips outside your declared area of operation and to carrying participants in your own minibus. Describe exactly which elements you offer on the application. If you leave one out, the insurer can rely on Articles 7:928 and 7:930 of the Dutch Civil Code and reduce or refuse the payout.
You work in someone else's museum, castle, nature reserve or factory. If your group damages something there, that is property damage to a third party. If you are given the key or exclusive access outside opening hours, you have those premises or that site in your care, and care, custody and control is excluded on standard liability insurance. Ask for care, custody and control cover if you regularly have a site to yourself, and agree with the site manager who is responsible for which part of the supervision.
Insurers weigh these details differently. That is where your saving is.

No. Liability insurance only pays if you are liable. If someone trips over a tree root without any fault on your part, there is no cover and no payment. If you still want to offer participants something, that is personal accident insurance for participants. It pays a fixed amount for permanent injury or death, regardless of who was at fault.
You are, as against the participant. You are liable for the mistakes of a guide you hire in, as the party engaging them, under Article 6:170 or 6:171 of the Dutch Civil Code; the participant does not have to work out who exactly was leading. Whether you can recover internally depends on your arrangements with that guide. Report hiring in to your insurer, otherwise the risk is not covered.
In insurance terms that is a separate risk. Liability insurance excludes damage caused with or by motor vehicles. For those the compulsory insurance requirement of Article 2 of the Dutch Motor Insurance Liability Act (WAM) applies, and therefore motor insurance. Carrying passengers commercially is also subject to its own rules. Discuss in advance whether your minibus is on the business policy and whether carrying participants is included in it.
Yes. When you apply, the duty of disclosure under Article 7:928 of the Dutch Civil Codeapplies: you state what you actually offer. If it turns out after an accident that you did not declare a high-risk element, the insurer can reduce or refuse payment under Article 7:930 of the Dutch Civil Code. If you add an activity later, report it during the policy term.
