A liability insurance for businesses covers injury and property damage to third parties under Article 6:162 of the Dutch Civil Code, and liability for people working for you under 6:170 DCC and 7:658 DCC. In a foundation the emphasis lies on the latter, because the people doing the work are usually not on a payroll.
On top of that, the financial position is different from that of a company. There is no profit reserve to pay a claim from. There are gifts with a designated purpose. A claim the foundation cannot carry then lands with the board members, who are unpaid but not free of liability.
If your organisation also has its own premises, employees on the payroll and a client base, liability insurance alone is not enough. In that case see insurance for welfare organisations.

Four points that make the difference between a policy that pays out and one that does not.
Article 7:658(4) of the Dutch Civil Code extends the employer's duty of care to everyone who performs work in the course of your activities, even without an employment contract. If a volunteer falls off a ladder while putting up a stall, you have to show that you gave instructions, supplied sound equipment and provided supervision. That burden of proof lies with the organisation, not with the injured person.
Almost every municipality has a collective volunteers' insurance. It is there for the volunteer: their accident, their belongings, their personal liability. The liability of the foundation as an organisation falls outside it, and so does that of the board. Those are two separate policies. So do not rely on being told that the municipality has arranged matters; ask exactly what it covers.
Crowds arriving, temporary structures, a bouncy castle, food served: that is a different risk profile from your day-to-day work. Events are often not covered, or only to a limited extent, on a standard policy and must be reported in advance. The municipal permit also sets requirements for barriers and supervision. Report the activity well beforehand, with the date, the expected numbers and what you are having put up.
If you hand out second-hand appliances, furniture or food parcels, product liability under Article 6:185 of the Dutch Civil Code can come into play if someone is injured as a result. With goods of unknown origin, that chain can no longer be reconstructed. Record what you accept and from whom, have electrical appliances checked, and discuss with us whether your policy covers donated goods.

Often they are, but that is different cover. The municipal policy protects the volunteer personally in an accident or where they cause damage. If the foundation itself is held liable, for example because the duty of care was not met, that falls outside it. Separate policies are needed for the organisation and for the board.
No. This policy relates to the foundation's liability for injury and property damage to third parties. Personal allegations against board members of improper performance of their duties, for example under Article 2:9 of the Dutch Civil Code, fall under directors' and officers' liability insurance. Recovery is then against private assets, even in an unpaid role.
Yes, report them in advance. Public activities with temporary structures, catering or large numbers of visitors are often not fully covered on a standard policy. Give the date, the expected size and what you are having put up. If you hire attractions or stalls, also check who carries the risk for them under the hire contract with the supplier.
Yes. Anyone who provides a product to someone else can be held liable if there is an injury, and with donated goods the origin can rarely be established. Register what you accept and from whom, have electrical appliances checked before they leave, and let us check whether your policy covers handing out donated goods.
