An employer who sends staff abroad keeps a duty of care that does not stop at the border and that no travel policy takes over.

If you send employees abroad, you remain the employer. The duty of care under Article 7:658 of the Dutch Civil Code applies at a client's site in Poland or on a factory site in Turkey as well. Also, Article 7:611 of the Dutch Civil Code requires you to act as a good employer: where risks are known to you and not to the employee, preparation, instruction and a proper provision are called for.
Business travel insurance covers the costs the traveller incurs: treatment, assistance, transport home, luggage. What that policy does not do is take over your liability when an employee holds you responsible for having prepared him inadequately. That claim ends up with your liability cover, and for injury in traffic during working hours often with separate employer's cover for road users.
If your employee causes damage to a third party on site, you are, under Article 6:170 of the Dutch Civil Code, liable for it as the employer. That too falls outside the travel policy. Assess the three strands — the traveller's costs, liability towards the traveller, liability towards third parties: separately from each other.

Four points that make the difference between a policy that pays out and one that does not.
After an accident abroad the question is not whether the trip was insured, but whether you complied with Article 7:658 of the Dutch Civil Code. Did you map the local risks, give instructions and check that they were followed? Keep that record. The burden of proof lies in principle with you as the employer: you have to show that you did what could reasonably be expected of you.
If an employee drives a hire car abroad for work and is injured, Article 7:611 of the Dutch Civil Code comes into play: a good employer is expected to make proper provision for that. Travel insurance pays the medical costs, but not your liability for the loss of earning capacity. For that, separate cover for employees as road users is needed.
If an engineer drops a device at a client's site, your company is liable under Article 6:170 of the Dutch Civil Code for the subordinate's mistake. The travel policy plays no part there. Your public and employers' liability insurance (AVB) does, but its area of cover then has to include the country where the job is. Check that before you let anyone work outside Europe.
Not covered under travel insurance are: compensation you owe to your own employee, liability for damage to third parties' property, and continued payment of wages and reintegration costs after absence. A trip to an area with negative travel advice also falls outside the cover, while your duty of care in fact becomes heavier there. Arrange separate insurance for those three items.

That depends on Article 7:658 of the Dutch Civil Code. You are liable unless you show that you complied with your duty of care, or that the loss results from intent or deliberate recklessness on the part of the employee. Recording which instructions you gave and what provisions were in place is therefore not a formality but your evidential position.
No. The travel policy pays the traveller's costs: treatment, assistance, transport home and luggage. If an employee holds you responsible on the basis of your duty of care, that is a liability claim. It belongs with your public and employers' liability insurance (AVB), and for traffic injury with specific employer's cover for road users.
Legally you cannot compel it, and in insurance terms it is unwise: virtually every travel policy excludes those destinations. Your duty of care meanwhile continues. If you go ahead, arrange separate cover with the insurer in advance and record in writing what you agreed with the employee.
Then you as the employer are liable under Article 6:170 DCC. The employee is protected internally by Article 7:661 DCC, except in cases of intent or deliberate recklessness. So the claim ends up with your public and employers' liability insurance (AVB); check that its area of cover includes the country in question.
