Welfare work differs from other non-profit activity in that there is a third party who depends on you. You support people, often vulnerable ones, usually at a fixed location, and you record data about them. That calls for more than a liability policy: premises and contents, sickness absence of paid staff, transport and cover for loss of data all belong with it. A package based on a review keeps those elements from working at cross purposes.
The second peculiarity is the mixed workforce. Alongside professional staff on contracts of employment you work with volunteers and sometimes with trainees and people on reintegration schemes. For the duty of care that distinction hardly matters. For continued pay, absence management and pensions it certainly does.
If your organisation runs mainly on fundraising and you have no premises or client base of your own, a narrower set-up is enough. We describe that at liability for charities.

Four points that make the difference between a policy that pays out and one that does not.
Every public and employers' liability policy excludes damage caused by motor vehicles. The compulsory insurance in Article 2 of the Dutch Motor Insurance Liability Act (WAM)exists for that. Injury to a client as a passenger is dealt with by passenger indemnity insurance. And if your own driver is injured, Article 7:611 of the Dutch Civil Code comes into play, obliging the employer to provide proper insurance for the road risk. Three different covers, three separate choices.
Data about health, debt, family circumstances or addiction are special category personal data. A leak affects people directly and almost always leads to a report to the Dutch data protection authority. And do not think only of your systems: a paper filing cabinet in a shared building is a risk too. Cyber cover pays for investigation and recovery, but not for putting in place security you should already have had.
If a member of professional staff falls ill, you continue to pay their wages for 104 weeks and carry the reintegration obligations. For an organisation with a limited payroll that is a heavy burden, which sickness absence insurance and occupational health services can absorb. What no policy covers is the wage sanction the UWV (the Dutch employee insurance agency) can impose if your reintegration efforts turn out to have been inadequate. Record every step.
Community centres and neighbourhood centres are regularly owned by the local authority or a housing association. The structure is then their responsibility, but what you installed yourself is a tenant's improvement and your contents are yours in any event. Also record in writing who is responsible when third parties use the premises outside opening hours, because a hall let out with a key held by a club immediately raises the question of who is liable when there is damage.
This is what people ask us most.
Usually business contents and tenant's improvements cover for the premises, sickness absence cover for the professional staff, insurance for transporting clients and data cover for the files. Which of those four weighs heaviest differs by organisation. We therefore start with a review of premises, staffing, transport and data before we set policies side by side.
Not through the liability insurance. That excludes motor vehicles. For injury to passengers you need passenger indemnity insurance or personal accident cover, alongside the compulsory liability cover on the vehicle itself. If an employee drives, the employer's duty to insure the road risk properly also comes into play.
It pays for the investigation into exactly what leaked, the cost of informing the people concerned, legal assistance during the regulator's investigation and the restoration of your systems and files. What falls outside it is putting right security that fell short, and fines to the extent that they cannot be insured under Dutch law.
The owner insures the structure. You insure your own contents, anything you installed as a fixture, and your liability as the user of the space. Also record in writing who is responsible when you sub-let halls or issue keys to clubs that use the building outside your opening hours.
