In brief

You can take out motor insurance in three ways. Direct with the insurer, where you choose the form of cover yourself and judge for yourself whether the conditions are right. Through a comparison site, which sorts by premium and where you have to compare the conditions yourself. Or through an adviser or authorised agent, who sets what several companies offer side by side, submits the application and acts on your behalf when you claim. For an ordinary car with a standard profile, the three routes often produce comparable policies. The difference arises as soon as your situation is unusual.

You are unusual sooner than you think: a young or newly qualified driver, a claim in recent years, an import or a high-value car, business use, a modification to the vehicle or a criminal record within the period asked about. It is then not the premium but the acceptance policy that determines where you can go: a comparison site often shows a premium that on closer inspection does not apply to your profile.

Wherever you take out the policy, one thing does not change: the forms of cover. Third-party liability is required by law under Article 2 of the Dutch Motor Insurance Liability Act (WAM) and pays only for damage to other people. Third-party liability + fire and theft adds a fixed list of events. Comprehensive also covers your own damage. On the premium, every provider charges 21% insurance premium tax, and your no-claims years are simply held in Roy-data whenever you switch. The channel does not change the exclusions.

What to base the choice on

Four criteria that count for more than the difference in monthly premium.

Compare conditions, not just premium

A lower premium almost always comes from somewhere: a higher excess, a shorter replacement-value-as-new arrangement, compulsory repair within the insurer's network, no cover for accessories or a stricter arrangement for glass damage. So set the insurance card (verzekeringskaart) of two providers side by side. If they differ, you are not comparing prices but two different products.

Look ahead to the moment you claim

The difference between channels becomes visible when a claim is rejected, when the market value is assessed too low or when the other party does not cooperate. If you take out the policy directly, you conduct that discussion yourself, through the complaints procedure and after that Kifid (the financial services complaints institute). If you work with an adviser, they conduct it on your behalf; ask in advance how that is arranged.

What no channel solves for you

The exclusions are comparable everywhere. Not covered are driving under the influence or without a valid driving licence, hire, driving lessons and paid passenger transport without notification and taking part in speed events or driving on a circuit. Wear and mechanical failures without a collision also fall outside the cover, and for intent and recklessness Article 7:952 of the Dutch Civil Codeapplies. A cheaper provider does not make that list shorter. Only a different form of cover changes what is included.

Check the licence and the costs

Anyone acting as an insurance intermediary in the Netherlands needs a licence and appears in the register of the AFM (the Dutch financial markets authority). Ask for the services document: it sets out what the adviser does and how they are paid, through commission in the premium or through a fixed fee. When you apply, your own duty of disclosure applies in any event (Article 7:928 of the Dutch Civil Code); an incorrect declaration, through whichever channel, can cause the payment to lapse (Article 7:930 of the Dutch Civil Code).

What does your premium depend on?

  • No-claims years: transfer with you whenever you switch
  • Age of the regular driver: helps determine acceptance
  • Registration number, weight and power: fixed premium class per model
  • Postcode area: the risk of theft and damage
  • Kilometres per year: the declaration must be correct
  • Type of cover and excess: the biggest dial on the premium

Is taking out a policy directly cheaper?

Not necessarily. With a policy taken out directly there is no commission for advice, but insurers do not always pass that on, and an adviser's offer may include collective or authorised agent conditions that are sometimes more favourable. With an average profile the difference in premium is usually small. The difference in conditions and in support when you claim often is not.

What is an authorised agent?

An authorised agent acts on behalf of one or more insurers: it accepts the application, issues the policy and settles claims within the authority granted. For you that means shorter lines, because decisions do not always have to go via the company. The conditions can differ in places from the direct product. So ask for the policy conditions and the insurance card (verzekeringskaart).

Can I go to any provider with a claims history?

No. Insurers apply their own acceptance rules for claims in recent years, for young drivers and for unusual vehicles. An online quotation often shows a premium that is adjusted or withdrawn at final assessment. Always declare your claims history in full. Afterwards, a concealed claim turns out to be more expensive than the loading you would have paid.

When can I switch?

Many motor policies can be cancelled at any time after the first contract year, usually subject to one month's notice. If the insurer raises the premium or changes the conditions to your disadvantage, you have a right to cancel during the term. Only cancel once the new policy has been definitively accepted, so that there is no day without cover; with a registration number that is immediately visible in the register.

What if the insurer rejects my claim?

First ask in writing for the basis: which provision in the conditions and which facts. If the insurer does not respond or you continue to disagree, you go through the internal complaints procedure and can then go to Kifid or to the courts. If you work with an adviser, they conduct that process on your behalf and have access to the file.
