In law, a caravan is a trailer. Coupled to the car, liability towards third parties falls under the WAM cover through the towing vehicle. The caravan insurance itself is about damage to the caravan: own-damage cover on the road, the contents travelling with you and assistance if you are left at the roadside with an unusable caravan.
For anyone travelling with one, three things are decisive. The total weight of the combination in relation to your driving licence, because a combination that is too heavy affects the cover. The scope of the assistance abroad, including whether replacement accommodation and repatriation of the caravan are included. And the question of what happens to your luggage if an accident makes the caravan unusable.

A trailer or caravan is not an independent motor vehicle and therefore has no insurance requirement of its own. Damage you cause to others with it falls under the third-party liability cover of the towing vehicle, as long as the combination is coupled (Article 2 WAM). Once the trailer is uncoupled and has come to a standstill, that cover no longer applies.

Four points that make the difference between a policy that pays out and one that does not.
With a category B licence you may drive up to a certain combined weight of car and caravan; above that, code 96 or a BE licence is required. If you drive a combination that is too heavy, you are driving without authorisation and your own-damage cover lapses, while the insurer can recover from you the amount paid to third parties. Check the details on both registration documents before you set off, not just the weight of the caravan.
The classic travel loss is a caravan that starts to snake at speed and rolls over. That is an insured event, but the insurer will look at the noseweight and the loading. If the caravan is demonstrably loaded incorrectly or above the permitted weight, Article 7:952 of the Dutch Civil Code on significant fault comes into play. Put heavy weight low and over the axle, not at the rear.
If the caravan comes loose while driving and causes damage, the first place to look is the WAM cover of the towing vehicle. If the coupling turns out not to have been properly locked, or the breakaway cable not attached, the discussion shifts to your own lack of care under Article 6:162 of the Dutch Civil Code and to the excess. Check the coupling, breakaway cable and plug at every stop.
The belongings you take with you are not covered by the caravan's own-damage cover. For that there is a contents or luggage section with its own limit and the requirement that the caravan was locked. Bicycles on a carrier, gas bottles and a loose awning groundsheet outside the caravan usually fall outside it. Valuable electronics and jewellery also often have their own sub-limit or are excluded entirely.

Then everything turns on the assistance cover. That determines whether the wreck is disposed of or brought back, whether your luggage is transferred and whether you are given replacement accommodation. Without that cover you are left abroad with an unusable caravan and pay for the transport yourself. We compare this part in particular, because the differences between providers are greatest here.
That is an awkward point. Damage the caravan causes to the towing vehicle often falls outside the liability cover, because it concerns property of the same insured. Repair of your car then runs through that car's own-damage cover. So look not only at the caravan policy but also at the cover on the towing vehicle.
Yes, provided that person holds the right licence for the combination. The cover follows the vehicle, not a single driver. The problem only arises if the driver is not authorised, for example because the total weight is above the limit for a category B licence. Check this before you set off, because there is no room to put it right during the trip.
The own-damage cover continues, even with the caravan detached from the car. What changes is the liability: coupled, it falls under the third-party liability of the towing vehicle; uncoupled, you are held liable as its owner. If a caravan that has not been secured rolls into the neighbour's, that ends up with your liability insurance and not with the motor insurance.
