In brief

A static caravan or chalet stays in the same place all year, usually on a rented pitch. There is no registration number and no compulsory third-party cover. What you insure is the unit itself against fire, storm, snow load, water and vandalism, together with the contents and the liability that goes with ownership.

That last part is the one most often skipped. As the owner of a building you are liable under Article 6:174 of the Dutch Civil Code for damage caused by a defect in it: a piece of roof coming loose and hitting the neighbour, a terrace that collapses, or an extended canopy that injures someone. That liability is not automatically covered by your ordinary personal liability insurance (AVP).

If you move the unit every year, or if it is a touring caravan towed behind the car, this is not the right form of cover. In that case look at the caravan insurance. With NH1816 we check the liability section, the storm condition and the treatment of frost damage in particular.

A trailer or caravan is not an independent motor vehicle and therefore has no insurance requirement of its own. Damage you cause to others with it falls under the third-party liability cover of the towing vehicle, as long as the combination is coupled (Article 2 WAM). Once the trailer is uncoupled and has come to a standstill, that cover no longer applies.

What does your premium depend on?

  • Year of construction and construction type. A timber chalet, a plastic unit and an older static caravan differ considerably in how prone they are to fire and storm.
  • Sum insured for the unit. The rebuild or replacement value including any fixed extension is the basis for calculating this policy.
  • Location of the park. Proximity to the coast counts for storm, low-lying ground for water, and the surroundings for break-in and vandalism.
  • Extensions included. A canopy, conservatory, store and terrace only count if they have been declared and valued separately.
  • Contents on site. What is kept there all year round, from furniture to television, has its own limit and its own security requirements.
  • Liability section. Whether liability for the unit is included and up to what amount differs by provider.

Where things go wrong in practice

Four points that make the difference between a policy that pays out and one that does not.

Frost damage only where the system has been drained

A static caravan is usually not heated in winter. Water left in pipes, boiler or toilet freezes, forces the pipe open and causes water damage throughout the unit when it thaws. Insurers exclude this where the system has not been drained and the stopcock has not been closed. Record when you closed up at the park. When you claim, that is the only evidence you have.

Liability as the owner of the building

If a roof panel falls down or an attached terrace gives way, you are held liable under Article 6:174 of the Dutch Civil Code. That is a strict liability: the fact that you did nothing wrong does not help. Personal liability insurance covers this for your home, but not automatically for a holiday unit elsewhere. Check whether the static caravan policy has its own liability section and what limit applies.

Storm, snow load and the extension

The most vulnerable part is rarely the static caravan itself but what has been built onto it: the canopy, the conservatory, the shed and the terrace. Those parts only count if they have been declared and insured. Snow load on a flat canopy and storm damage to an unanchored extension are dealt with separately or excluded by many providers. So always report alterations made at the park.

Permanent occupation and letting fall outside

This form of policy assumes recreational use by you. If you live there permanently, or let the unit to third parties, there is no cover during that period unless it has been arranged in advance. That also applies to letting through the park operator. Permanent occupation may moreover conflict with the zoning plan, which gives the insurer an independent ground to end the cover.

This is what people ask us most.

Is my static caravan covered by my home contents insurance?

No. Home contents insurance (inboedelverzekering) covers belongings in and around your home, with at most a limited arrangement for items temporarily elsewhere. A static caravan that stands on a park all year does not fall under it. Both the unit and the contents permanently kept on the pitch need their own cover.

Who is liable if a tree belonging to the park falls on my chalet?

In the first instance that is a matter between you and the park owner, who can be held liable as the owner of the tree. Your own storm cover usually pays the damage straight away and the insurer then recovers where it can. That is quicker than waiting for an argument about whether the tree was demonstrably defective.

Must the static caravan be insured during transport to another pitch?

Moving it by road is a separate risk that is usually not included in this form of policy. The unit is lifted, put on a low-loader and set down again, and it is precisely during that lifting and siting that damage occurs. Have the haulage firm confirm in writing what its own cover includes, and tell us about the move in advance.

What happens if the park floods?

Water is not a single concept on these policies. Damage from rain getting into the unit is treated differently from water from a burst pipe, and flooding from a river or the sea is normally outside the cover. For a park in a low-lying area it is sensible to have it recorded in advance which forms of water damage are and are not included.
