In brief

For a self-employed person starting out, the order matters more than the number of policies. Begin with liability. A public and employers' liability insurance covers injury and property damage you cause to someone else (Article 6:162 of the Dutch Civil Code). That is the loss that most quickly exceeds what a new business can absorb, and many clients require this policy in their terms.

If you advise, design or calculate, you need professional indemnity insurance from day one: that covers pure financial loss, and an AVB does not. If you work with tools, equipment or a laptop, plant cover belongs alongside it. If you drive for business, the statutory third-party liability requirement applies to each vehicle (Article 2 of the Dutch Motor Insurance Liability Act (WAM)).

What can often wait: business interruption, cyber and extensive legal expenses. But do think straight away about your income during a long illness, because as a starter you have built up little buffer.

Two pitfalls for starters

What self-employed people starting out most often run into.

Your private policies do not cover your work

Personal liability insurance (AVP) expressly excludes loss arising from a profession or business. Your home contents insurance does not cover business tools and stock either, or only to a limited extent, and a private motor policy may object to intensive business use or the carriage of goods. If you work from home, report that to your home insurer. Without that notification, a claim can lead to a dispute about the duty of disclosure under Article 7:928 of the Dutch Civil Code.

Read the exclusions before the first assignment

Starter policies have the same limits as any other: no cover for intent and wilful recklessness (Article 7:952 of the Dutch Civil Code), not fines or additional tax assessments, and no payment for redoing your own work. Legal expenses cover has a waiting period, tools from an unattended van are often excluded, and work outside the policy territory falls outside the cover. Report a claim as soon as reasonably possible (Article 7:941 of the Dutch Civil Code).

Which insurance do I really need as a start-up?

Public and employers' liability insurance is the starting point for almost every self-employed professional, and for advisory or design work professional indemnity insurance is added. If you drive for business, third-party liability cover is required by law. The rest depends on your equipment and on how long you can manage without income. Beyond that third-party liability cover, nothing else is legally compulsory.

Do clients require insurance?

Often yes. General terms or hire agreements regularly contain a requirement for liability insurance with a minimum sum insured per event. Ask for that requirement in advance, so that the limit and the described capacity on your policy match it. You can usually send a policy schedule the same day.

Can I start small and expand later?

Yes, and for most starters that is sensible. Begin with liability and the equipment you really need. Add legal expenses, business interruption or cyber cover as soon as your turnover, client base or dependence on systems grows. Report changes as they occur, otherwise the cover no longer matches your work.

What do I arrange for my income if I fall ill?

As a self-employed person you build up no right to continued payment of wages. The options are disability insurance, a safety-net variant, joining a bread fund (broodfonds) or your own reserves. Watch the waiting period, the end age and the exclusion of conditions you already had when you took out the policy. The earlier you arrange this, the more generous the underwriting usually is.
