In brief

A hobby truck stands idle for most of the year. Even so, there is risk during those months: fire in the shed, theft of parts, storm damage to the roof. In summer the risk shifts to the road and to event sites, where a lot of manoeuvring and large crowds come together. A good hobby policy takes both periods into account.

The statutory basis remains unchanged: Article 2 of the WAM requires third-party liability cover as long as the registration is in your name and has not been suspended, even if the vehicle is not driven. If you want to reduce your fixed costs, you can have the registration suspended. Do not cancel the insurance in that case, but keep at least third-party, fire and theft cover or storage cover running; otherwise the vehicle stands uninsured in the barn.

When taking part in events, watch the small print. A truck run or classic vehicle show is usually not a problem, but as soon as speed, skill or pulling power is involved — tractor pulling, gymkhana, timed runs — you end up in the exclusions. Carrying passengers in the cab or on the load floor also has limits that differ from policy to policy.

What hobby drivers run into

Four practical points that make the difference between being paid and not being paid with a hobby truck.

Events: what is still driving and what is a competition?

Taking part in a truck run, classic vehicle outing or show on the public road usually falls within the normal cover, as long as there is no driving against the clock or for speed. As soon as a competitive element is added — tractor pulling, skill tests, timing or driving on a closed circuit — the exclusions bite. Organisers sometimes take out separate event cover for this, but do not assume that blindly. Ask the organisation in writing what has been arranged and put the arrangement to your own insurer in advance.

Storage: the risk does not stop when the vehicle is stationary

Fire in a shed, theft of batteries, catalytic converters or copper pipework, and water damage after a leaking roof are real risks during winter storage. Insurers therefore often impose requirements on the storage location: a locked, sound building, no open storage, sometimes no fire-hazardous work in the same space. If such a requirement is in your policy and you do not meet it, the insurer can rely on it. Do not store the vehicle at a third party's premises either without reporting it.

Suspend or keep running

Suspending the registration lifts the insurance requirement of Article 2 of the Dutch Motor Insurance Liability Act (WAM) and saves road tax, but the vehicle may then not come onto the public road, not even for a short test drive. If you opt for suspension, keep the own-damage cover running or ask for storage cover. If you do drive with a suspended registration, you are uninsured for WAM purposes and the Waarborgfonds Motorverkeer can recover the loss from you. Report the end of the suspension before your first journey.

What is not covered

The following, among others, are outside the cover: taking part in competitions, pulling trials and skill trials; carriage for payment or carriage of goods for a business; wear, corrosion and mechanical defects without an external event, including damage arising while working on the vehicle or running the engine in the workshop; and the load and belongings carried, which do not fall under the own-damage cover. Driving without the required C1 or C licence and driving under the influence lead to loss of cover, and intent and recklessness are excluded under Article 7:952 of the Dutch Civil Code.

Am I insured during a truck run?

On a run over the public road without timing or a competitive element, your normal cover usually simply applies. If driving takes place on a closed site or if skill or speed is involved, the exclusions bite. Ask the organiser what is insured and put the arrangement to your own insurer in advance. Written confirmation is worth more than a verbal assurance.

May I carry passengers in the cab?

Occupants are protected as third parties under the WAM for damage you cause, but the driver is not. Some policies limit the number of occupants or set requirements for belts and seats. Carrying people on the load floor is almost always excluded and is not permitted in any case. If you want to protect the driver, accident or occupants' insurance is needed.

What does suspension cost me in terms of cover?

Suspension removes the third-party liability requirement under Article 2 of the WAM, but not the risks of fire, theft and storm while in storage. So do not cancel the policy, but ask for storage cover or keep third-party, fire and theft cover running. If you do take to the road with a suspended registration, you are uninsured and the Waarborgfonds Motorverkeer can recover third-party losses from you.

Is damage caused while working on the vehicle covered?

Usually not. Damage arising during maintenance, restoration or running the engine is not the result of an external event and therefore falls outside the own-damage cover. If a fire is caused by welding work, there is the further question whether the policy conditions permit fire-hazardous work in the storage building. Arrange that in advance and take measures such as having an extinguisher and keeping watch afterwards.

How often do I need a new valuation?

Under the policy conditions, a valuation report under Article 7:960 of the Dutch Civil Code almost always has a limited period of validity. If the report expires, you fall back on market value in the event of a claim, which works out badly with a restored vehicle. Have the vehicle revalued after a major restoration or after a clear rise in market value, and keep the report with your policy.
