Registration and category
- Part I of the registration document is decisive
- Moped or motor vehicle makes a difference
- Appearance says nothing about the category
- An incorrect statement affects the cover
Registration · licence · exclusions
Most questions about quads, trikes and three-wheeled scooters come back to one point: which category the vehicle is registered in. The questions asked most often are set out below.

Every motor vehicle used on the public road comes under the insurance obligation of Article 2 of the Dutch Motor Insurance Liability Act (WAM). That applies to a road quad, a trike and an MP3 just as much as to a car. The obligation attaches to the registration: for as long as it is in your name and is not suspended, valid third-party liability cover must be in force, even if the vehicle stands unused for months.
The question that comes up most often after that is which product goes with it. That follows from part I of the registration document. If the vehicle is registered as a moped, moped rules and a moped rate apply. If it is entered as a three- or four-wheeled motor vehicle or even as a passenger car, a different form, a different licence and a different premium go with it.
The third recurring point is off-road use. A quad without a registration is not a road vehicle and may not be used on the public road. You insure it not as a motor vehicle but at most against theft, fire and liability on your own land. Conversely, an ordinary road policy gives no cover for riding on a motocross track, in the dunes or in the woods.
Three themes that the answers below come back to.
The registration determines the product, the licence and the basis of the premium.
Where you ride determines whether there is any cover at all.
Own-damage cover is conditional; theft is not simply paid.
What is covered
| Situation | Third-party liability | Comprehensive |
|---|---|---|
| A collision on the public road causing damage to someone else | Yes | Yes |
| Damage to your own quad, trike or MP3 | No | Yes |
| Theft with the prescribed security in use | No | Yes |
| Driving without a valid licence for the category | No | No |
| Riding on a motocross track or off-road | No | No |
| Taking part in a race or track training | No | No |
What is actually covered, including exclusions, limits and the excess, is set out in the policy conditions and the insurance card (verzekeringskaart) that you receive before you take out cover.
Four checks that prevent most arguments after a loss.
A quad can be registered as a four-wheeled motor vehicle, as a moped or even as an agricultural vehicle; a trike as a three-wheeled moped or as a three-wheeled motor vehicle. Each version has its own licence requirement and its own insurance product. Request the vehicle details from the RDW and compare them with the advertisement. If the registration differs from what you thought you were buying, the premium and the acceptance change with it.
The road policy covers use on the public road and on land treated as equivalent to it. Riding on a motocross track, in the dunes, in the woods or on a closed practice site falls outside it, even where it is an organised run. If you want to use the quad off-road, ask in writing whether cover exists for that and on what conditions. Do not rely on a verbal assurance.
The following, among others, are outside the cover: riding without a valid licence for the category concerned or while disqualified; races, speed trials and track training, even without timing; use off-road where the policy gives no cover; and theft without the prescribed security. Wear and mechanical defects without a collision are excluded, as is damage through intent or recklessness under Article 7:952 of the Dutch Civil Code.
Conversion, an increase in power, attachments such as a winch or extra lights, where the vehicle is kept and professional use are all details the insurer needs. On taking out the policy, the duty of disclosure under Article 7:928 of the Dutch Civil Code; if it is breached, the insurer can reduce or refuse the payout (Article 7:930 of the Dutch Civil Code). You report a claim as soon as reasonably possible, as set out in Article 7:941 of the Dutch Civil Code requires.
Insurers weigh these details differently. That is where your saving is.
Customers rate our service on four aspects: personal service, service delivery, availability and the outcome. The reviews are collected and published by NH1816 and come from customers who have actually taken out a policy with Finass Advies B.V. or reported a claim.
This is what people ask us most.
Yes, as soon as the vehicle has a registration and is used on the public road. The insurance obligation follows from Article 2 of the Dutch Motor Insurance Liability Act (WAM) and attaches to the registration, not to the use. If the registration is in your name and is not suspended, valid third-party liability cover must be in force, even if the vehicle stands in the shed. An uninsured registration brings a penalty from the RDW.
That follows from the vehicle category on part I of the registration document, not from the appearance of the vehicle. A quad registered as a moped calls for different entitlement from one entered as a motor vehicle. Check this with the RDW before you buy. If you ride without the right category, the insurer does not pay for the damage to your own vehicle and may recover from you the payment made to the other party.
Not under ordinary road insurance. That covers use on the public road and on land treated as equivalent to it. Riding in the dunes, on the beach, in the woods or on a motocross track falls outside the cover, quite apart from whether it is permitted there. Off-road use calls for a separate agreement with the insurer, and not every company offers one.
No. Own-damage cover on these vehicles is almost always conditional. Insurers generally require an approved lock and sometimes a tracking system with a current subscription. If the lock was not in use or the subscription has expired, the theft is not paid. Keep all keys and the purchase invoice. The insurer asks for them before making any payment.
Sometimes. A number of insurers allow no-claims years from a car policy to count on a quad, trike or scooter policy, while others keep the record strictly separate per vehicle type. The rules are set out in the premium schedule and differ from company to company. Always state your actual number of years. Those details are verified in the central register.
Report that when you apply and make sure the RDW has approved the conversion. Without a valid registration there is no insurable motor vehicle. For the value, a converted or home-built vehicle is best handled with an agreed valuation, so that the sum insured is fixed for an agreed period under Article 7:960 of the Dutch Civil Code and no argument arises about the market value in the event of a total loss.
