A quad in this class is often registered in the lightest category. That makes acceptance the easiest of all engine capacities: more insurers have a rate for it and the requirements for riders are less strict than in the heavier classes.
Third-party liability cover is compulsory as soon as the quad has a registration. Alongside it you can choose third party, fire and theft, or comprehensive cover, but with a low purchase price that is a calculation and not a foregone conclusion.
What applies to every class applies here too: riding away from the public road is excluded. A motocross site, the beach or a forest track does not come under an ordinary policy.

Four points that make the difference between a policy that pays out and one that does not.
The vehicle category on the registration document determines whether you need an AM or a B licence, what top speed applies and whether a helmet is compulsory. The engine capacity in itself says nothing about it. If you go on a wrong assumption, you ride without entitlement, and cover then falls away, including for the damage you cause to someone else. Check that entry before you take to the road.
In the lightest category the vehicle may sometimes be ridden from the age of sixteen. Not every policy follows that: insurers apply their own minimum age for the regular rider, with a loading or a refusal below it. State who really rides it most often, not who bought the quad. An incorrect statement comes under Article 7:928 of the Dutch Civil Code and can cost you the payout.
In the event of a total loss, own-damage cover pays the market value. On a quad in this class that value is limited, while the own-damage premium does not automatically follow it. Set the premium over a few years against the value and then decide. Separate attachments such as a top box, a set of mudguards or hand guards are not included in the declared value; declare them separately or accept that you will replace them yourself after a theft.
As long as the registration is in your name, the insurance requirement applies in Article 2 of the Dutch Motor Insurance Liability Act (WAM), even if the quad stands in the shed all winter. If you do not want to pay a premium during those months, suspend the registration with the RDW. The obligation then falls away, but you may not use the vehicle on the road either. A suspended vehicle is also not automatically covered against theft.
Not every insurer accepts quad bikes in this class, certainly not with young riders.

That depends on the vehicle category and on your policy. Insurers apply their own minimum age for the regular rider and below it charge a loading or decline the risk. State who really rides it most often. An incorrect statement can lead to a reduction or refusal after a loss.
Work it out. In the event of a total loss you receive the market value, and in this class that is limited. Set the own-damage premium over a few years against that value. Bear in mind, too, that separate accessories only count if you declared them when you applied.
For as long as the registration is in your name, yes. The insurance obligation under Article 2 of the Dutch Motor Insurance Liability Act (WAM) continues. You can suspend the registration with the RDW, and the obligation then falls away. You may then not ride on the public road, and note that theft during a suspension does not automatically remain covered.
