The statutory obligation continues to apply per vehicle. Article 2 of the WAM requires every motor vehicle with a Dutch registration to be insured for liability, even when it is stationary and not in use. A fleet policy changes nothing about that. It only bundles the administration. The vehicle schedule behind the contract is therefore not an annexe but the heart of the policy: what is not on it is not covered.
The second shift lies in how the price is set. With separate policies, a bonus-malus ladder per vehicle determines the premium. With a fleet, what is looked at is your claims burden across the whole fleet, often with settlement afterwards. That means managing claims pays off: a few drivers or a few vehicles that keep coming back in the statistics still weigh on your rate years later.
Third, this policy touches on employment law. For your employees' mistakes in traffic you are liable towards third parties under Article 6:170 DCC, while Article 7:661 DCC limits the extent to which you can recover the loss from that same employee. Anyone who wants to put the excess on the driver as a matter of course runs into this.

Four points that make the difference between a policy that pays out and one that does not.
A new vehicle that has not yet been registered is driving around uninsured and, besides any damage, also amounts to a breach of the WAM. A vehicle that has been sold but is still on the schedule costs premium for nothing. Arrange who adds and removes vehicles, and treat trailers, semi-trailers with their own registration, hire cars and replacement vehicles as separate items in this. On suspension, registration remains necessary as soon as the vehicle takes to the road again.
Driving without a valid or appropriate licence, under the influence, or by someone not authorised under the policy leads to recovery. The injured third party is paid under the WAM, but the insurer recovers that amount from you or from the driver. For intent and wilful recklessness, Article 7:952 of the Dutch Civil Code also applies. Record who may use which vehicle and whether private use is allowed.
Article 7:661 DCC protects the employee: damage he causes in carrying out his work is in principle not for his account, unless there is intent or wilful recklessness. Departing from this is only possible in writing and within limits. Deducting it from wages without that basis does not stand up. If you do want to steer behaviour, do so with reporting and instruction, not with a deduction after the event.
Own-damage cover concerns the motor vehicle itself. Tools, stock and goods for delivery in the load space fall outside it. That calls for a own goods in transit insurance. Traffic fines are not insurable either, and damage caused with a motor vehicle is specifically excluded on a public and employers' liability insurance. Go through those three boundaries, because with a fleet that is where something most often falls between two stools.

Insurers apply their own lower thresholds for this, so no general figure can be put on it. What is decisive is above all whether your own claims figures are large enough to have statistical meaning. If they are, your actual claims burden starts to steer the premium. If the fleet stays small, separate policies with bonus-malus per vehicle usually remain better value.
Some policies have a short period during which a new vehicle is automatically included, but that is not a given and is often subject to conditions. Without such a provision the vehicle is being driven uninsured, contrary to Article 2 of the WAM. Assign the registration route to one person and check the schedule against your own vehicle records periodically.
In principle, no. Article 7:661 of the Dutch Civil Code places damage an employee causes in carrying out his work with the employer, unless there is intent or wilful recklessness. Departing from this in writing is possible to a limited extent, but not without limits. Deduction from wages without that basis does not stand up in a dispute. Better to steer through instruction and claims reporting per driver.
No. Own-damage cover relates solely to the motor vehicle itself. Tools, materials and trading stock in the load space are not covered by it, not even where the whole vehicle is stolen. That calls for separate cover for carrying your own goods. Assess for each type of vehicle what is normally kept in it and what it would cost to replace.
