In brief

You insure an electric vehicle on the same legal basis as any other car: third-party liability is compulsory under Article 2 of the Dutch Motor Insurance Liability Act (WAM), even if the vehicle has no emissions. The difference lies on the own-damage side. The battery pack represents a large part of the vehicle's value, and that shifts the point at which an insurer declares a total loss: a collision that is limited in itself but occurs under the floor can cast doubt on the whole pack.

The second difference is ownership. If the battery is included in the list price, it is insured under your own-damage cover. If you hire or lease the pack separately, someone else owns it and cover runs through that contract. On most policies, charging cables and a mobile charger count as accessories; a fixed charge point on the wall or the drive does not belong on the car insurance but on the buildings or home contents cover for the house.

Where things go wrong in practice

Four points that make the difference between a policy that pays out and one that does not.

Who owns the battery pack?

With an electric car, a large part of the value sits in the battery pack. If the battery is included in the list price, it falls under your own-damage cover. If you hire or lease the battery separately, it remains the property of the lessor and payment runs through that contract. Declare at the outset which of the two applies; anyone who skips this runs into the duty of disclosure under Article 7:928 of the Dutch Civil Code on offer.

Loss of capacity is not damage

Virtually every own-damage policy excludes wear and gradual deterioration. A battery that gives less range after some years is therefore not insured: that is degradation and belongs with the factory warranty or the battery contract, not with the insurer. Software faults, a failed update and no longer being able to unlock the car remotely also fall outside. What is insured is what comes from outside: collision, fire, theft and a damaged floor plate after striking an obstacle.

Not every repairer may carry out the work

Work on a vehicle with a high-voltage system requires certified technicians and a separate work area. That limits the choice of repairers and lengthens the lead time. If you choose an unapproved firm yourself, the insurer may limit the payment to what a repair within its own network would have cost. If the car is quarantined after battery damage, check whether the costs of safe storage and transport are named in the policy.

The charge point sits on a different policy

A permanently fitted charge point is part of the house and belongs on the buildings insurance. A movable charging station falls under the home contents. The car insurance does not pay for it, not even if a third party drives into it. If your charge point is hit, you pursue the person responsible under Article 6:162 of the Dutch Civil Code. Damage caused by charging through an extension lead or an uninspected installation is regularly refused by insurers.

What does your premium depend on?

  • Value including the battery pack. Whether the battery is included in the list price determines the amount to be insured and therefore the own-damage premium.
  • Power and weight. A heavier vehicle with plenty of torque causes more damage in a collision; insurers take that into account in the third-party premium.
  • Type of cover chosen. Third-party, third-party fire and theft, or comprehensive. With a new electric car, third-party fire and theft is rarely enough for the battery risk.
  • Charging situation and where the car is kept. Charging on your own land or in a locked garage is assessed differently from routinely charging on the public road.
  • Annual mileage. Electric cars are often used for business and driven a great deal. The mileage declared must match reality.
  • No-claims years and excess. A higher excess lowers the premium, but counts for more with battery damage than with bodywork damage.

Is my battery insured if I hire it separately?

Not on your car insurance. A hired or leased battery pack remains the property of the provider and is covered through that contract. Your own-damage cover then relates only to the vehicle without the battery. State when you apply that you drive with a hired battery, so that the sum insured is set accordingly and no double or missing cover arises when you claim.

Will the insurer pay for reduced range after a few years?

No. Declining capacity is gradual deterioration and falls under the standard exclusion for wear. Insurers pay for damage caused by a sudden event from outside. For loss of range you have to rely on the factory warranty or the terms of the battery contract. If you are unsure whether your complaint is wear or damage, have a diagnosis recorded before you notify a claim.

Where do I insure my charge point?

A permanently fitted charge point belongs to the house and falls under the buildings insurance. A loose or movable charging unit is insured on the home contents insurance. The car insurance covers it in neither case. Do check whether your home policy names the charge point expressly. Some insurers ask for it to be registered, certainly if it is installed in a shared car park.

May I choose where the car is repaired?

You may, but it can cost you. Repairs to a high-voltage system require certified staff and a designated work area. If you choose a firm outside the insurer's network, it often pays no more than its own agreed rate and sometimes a higher excess applies. So discuss this before the repair starts, not afterwards.
