Construction All Risks is a project insurance. What is insured is the works itself during construction, including the materials used, against every sudden cause that is not excluded: fire, storm, collapse, theft of building materials already incorporated, vandalism and errors during execution. Client, main contractor and subcontractors are usually named together on the policy, so that recovery between them does not cause delay.
The policy is built up from sections and that is exactly where quotations differ. Alongside the works section there are sections for liability during the work, for existing property belonging to the client, for ancillary plant and site huts, and for the property of site management and staff. Each section has its own limit and its own excess.

Four points that make the difference between a policy that pays out and one that does not.
With new build on an empty site there is nothing you can damage. With a renovation, extension or refurbishment there is an existing building belonging to your client all around, and it is precisely that building which suffers most damage. That damage does not fall under the works section but under the existing propertysection, with a separate limit that you have to match to the value of the building and not to the contract sum.
After completion the maintenance periodbegins, during which you still put defects right. Limited maintenance cover pays only for damage you cause yourself during that remedial work. Extended maintenance cover also pays for damage that comes to light after completion but arose during the construction period. On works with a long guarantee period or phased completion, that choice determines whether you end up uninsured at the end.
If a structural component turns out to have been calculated too lightly, the policy usually pays for the consequential damage to the rest of the works, but not the cost of putting that one component right. That is betterment and you pay for it yourself. For the designer's liability a professional indemnity insurance is needed; the CAR policy does not take that liability over.
Not covered are penalties for late completion and other pure delay losses, normal wear and corrosion, and damage caused by failing to comply with dewatering, shoring or sheet piling requirements. Ancillary plant, cranes and machinery only fall under the policy if the section concerned is insured; otherwise they belong under plant and machinery insurance. Theft of materials not yet incorporated also often carries stricter conditions.
This is what people ask us most.
That is set out in the specification and differs from works to works. On larger projects the client often takes it out and requires the contractors to come under it. On smaller works the main contractor does it. Whoever takes it out, check that you are named as an insured on the policy and which excess is at your expense.
The AVB covers damage you cause to third parties, but not the structure itself. If your half-built structure blows over, there is no injured third party and therefore no liability: it is your own work that is damaged. Only the works section of the CAR policy pays for that. The two policies complement each other; they do not replace each other.
Materials already incorporated in the works are usually covered. For materials not yet incorporated and for tools, stricter conditions apply, often with a requirement about lockable storage, fencing or lighting. If those are not met, the claim will be rejected. We go through the risk prevention conditions with you before work starts, because they cannot be met after the event.
If you carry out a large works occasionally, a single-project policy running exactly over the construction time is the right fit. If you have several works in hand continuously, a continuous contract policy is simpler: every works below a certain contract sum falls under it automatically, without separate notification. Above that limit you still report the project separately.
