Third-party liability
- Compulsory for every moped and light moped with a registration plate
- ANWB starts at a 40 percent discount, Unigarant at 65 percent, both rising to 75
- Excess of 250 euros if someone younger than the main driver is riding
When you compare scooter insurance, it comes down to four figures: the ART class of the lock, the period for which the purchase value is paid, the excess per claim and the starting discount for a 16-year-old.

Scooter insurance is best compared on the policy schedule, not on the premium page. With Unigarant and ANWB, theft of a moped or light moped (brom- or snorfiets) is only covered if you use a lock of ART category 3 or higher; for a moped-class e-bike (fiets met hulpmotor) or a speed pedelec, ART 2 is enough. The excess is 125 euros for theft or total loss and 125 euros for damage; with Unigarant you can buy it off or raise it to 350 euros in return for a lower premium.
The second yardstick is the purchase value scheme (aanschafwaarderegeling). With Unigarant and ANWB, if you are the first owner and the scooter is stolen or written off within twelve months, you get the full purchase price back; after that, the current market value applies. For a moped-class e-bike or speed pedelec, Unigarant extends that period to 36 months. An electric scooter costing 4,000 euros that is stolen after fourteen months can therefore pay out considerably less under one policy than under another.
Unlike with motorcycle insurance, the rider's age weighs more heavily here. At ANWB, a rider under 25 must always be declared as the main driver, even for occasional use; otherwise, damage is not paid out. Theft figures, meanwhile, are falling: according to Stichting VbV, the number of stolen mopeds and light mopeds fell in 2024 for the third year in a row, down from a record 13,696 in 2015, and around half are now recovered. These are the points on which we compare.

Compare
Get coveredWhich cover you compare depends on the value of the scooter, the age of the rider and where it is parked overnight.
With third-party liability (WA), compare the starting discount, the build-up to 75 percent and the extra excess for young riders.
With limited comprehensive (beperkt casco), it is about the ART class, the purchase value period and the excess for theft.
Comprehensive cover (allrisk) adds your own fault, helmet and clothing; compare the maximum for these.

This overview is general in nature and is not personal advice. What is actually covered, including exclusions, limits and the excess, is set out in the policy conditions and the insurance card (verzekeringskaart) of the insurer; you receive both before you take out cover. These points make the difference when you put scooter insurance policies side by side.
From the age of 16 you may ride a moped or light moped with an AM licence, and the insurance is taken out in the young rider's name or in a parent's name with the young rider as main driver. That declaration is not a formality: at ANWB, a rider under 25 must always be listed as the main driver, otherwise damage is not paid out, and at Unigarant an excess of 250 euros applies to third-party liability if someone younger than the declared main driver is riding. Because of claims statistics, the premium for a 16-year-old is well above that of an adult, so compare above all the starting discount and how it builds up.
A scooter used for meal or parcel delivery is not covered by a private scooter policy: courier work and carrying goods or people for payment are excluded under almost all private policies, as is renting the scooter out. A delivery scooter or a scooter registered to the business needs a business policy, for which the insurer asks about the number of riders, their ages and the annual mileage. If a 17-year-old employee rides the company scooter, that is the benchmark for premium and excess. We arrange business scooter policies with insurers that accept delivery traffic.
At Unigarant and ANWB, ART category 3 is the minimum for mopeds and light mopeds; for some theft-prone models, extra requirements apply that you only see when you take out the policy, such as an alarm or a second lock. An ART 3 chain lock easily weighs several kilos and costs between 50 and 150 euros; that is the difference between a payout and a rejection. The keys must not be left in or near the scooter. So do not just compare whether a lock is required, but which class, and whether your model is on a list with additional requirements.
You can carry over no-claims years (schadevrije jaren) from a previous moped or scooter policy with the original cancellation statement (royementsverklaring); at ANWB this is possible up to a year after the old policy ended, without a separate claims history form. Years built up on a car policy do not count towards a scooter at ANWB. The build-up differs: ANWB starts at a 40 percent discount and rises to 75, Unigarant starts at 65 percent and reaches 75 after four claim-free years. Anyone who starts at sixteen benefits from that build-up at twenty when moving on to a motorcycle or car, provided the years have been registered correctly.
Questions from people comparing scooter insurance.
There is no best policy separate from your situation. For a new electric scooter in the city, the purchase value scheme (12 months with Unigarant and ANWB) and the excess for theft (125 euros) matter most. For a 16-year-old on a second-hand light moped, third-party liability with a favourable starting discount is usually enough. For a delivery scooter, the only thing that counts is whether the insurer accepts business use. We choose on the basis of those three profiles, not on the lowest monthly premium.
There is no fixed premium; it depends on postcode, blue or yellow registration plate, list price and cover. What is certain is that a 16-year-old falls into the highest risk group and therefore pays more than an adult on the same scooter. The starting discount makes a difference: ANWB gives 40 percent straight away, Unigarant 65 percent, both rising to 75 percent. Also expect a higher excess if the young rider has not been declared as the main driver.
Yes. A private policy excludes delivery and courier work, renting out and carrying people or goods for payment. Business scooter insurance is in the company's name, accepts changing riders and is priced on annual mileage and the age of the youngest rider. The premium is higher and the excess is often set per rider. For a fleet of delivery scooters, a fleet policy with a single renewal date is easier to manage than separate policies per registration plate.
With Unigarant and ANWB, twelve months for a moped, light moped or microcar (brommobiel), but only if you are the first owner and bought the scooter new. For a moped-class e-bike or speed pedelec, Unigarant applies 36 months. After that, the current market value is paid, based on age and condition. Keep the purchase receipt; without proof of the purchase price the scheme lapses and the market value applies straight away.
At ANWB, helmet and clothing are covered up to 350 euros with the Theft and Collision (Diefstal en Aanrijding) cover. With other insurers, it is part of the comprehensive cover or a separate module with its own maximum. A helmet damaged in a fall must be replaced, even if there is no visible damage. Compare the maximum per incident and whether the payout is at replacement value or market value; for a 300-euro helmet after two years, that makes a difference.
At ANWB, the insurance obligation and the excess are the same as for a petrol scooter: 125 euros for theft and 125 euros for damage. The difference lies in the value and the battery. Check whether battery damage from a fall or short circuit is covered by the comprehensive cover, and whether a removable battery charged indoors falls under the scooter policy or your contents insurance (inboedelverzekering). Speed pedelecs can be insured, but without a no-claims discount and with different security requirements (ART 2).
